City Council meeting of November 4, 1996 <br />Page 2 <br />VOTING AYE: Agness, Barnes, Goiffon, Leroux, Miron <br />Motion Carried. <br />�� �_ �t� •iii � , • i <br />A public hearing was called to -consider amending the zoning ordinance to permit <br />child care centers in all zoning districts of the City. The Planning Commission <br />considered the draft ordinance and recommended approval subject to the following <br />changes: B class to read "seven or more clientele children being cared for"; A <br />class to read "six or fewer..... "; Section 3 to read "Class A without a Special Use <br />Permit". The hearing was called to order and there were no oral or written <br />comments. Council member Agness raised the question as to whether the <br />proposed ordinance agreed with State regulations relative to the number of <br />children allowed in a residence. <br />Agness made motion, Leroux seconded, to table this matter until the meeting of <br />November 18, 1996, to allow staff time to research the question. <br />All aye. Motion Carried. <br />The City Attorney prepared Findings of Fact relating to the City Council granting <br />Tom Houck and Linda Mezzenga a SUP to operate a child care center at the <br />southwest corner of T.H. 61 and 141st Street. <br />Barnes made motion, Miron seconded, to adopt the Findings of Fact to allow the <br />Oneka Child Care Center a SUP to operate a child care center. <br />All aye. Motion Carried. <br />HUGO SNOWMOBILE CLUB <br />Ken Strantz, representing the club, addressed the Council regarding the use of the <br />abandoned railroad bed for their trail. He also discussed east/west routes, and the <br />fact that they had not received everyone's permission. The City Administrator <br />referenced City ordinances stating that there is a very specific format for the club <br />to follow in designating snowmobile routes. The request may go directly to the <br />City Council, with no need of a public hearing. <br />Miron made motion, Barnes seconded, to table this matter until the proper <br />paperwork is filed with the City. <br />All aye. Motion Carried. <br />
