City Council meeting of November 4, 1996 <br />Page 4 <br />accessed by a 66 ft driveway easement used by the "Garden' from 132nd St. <br />Warren Olson, representing the Smith family, discussed amenities/flaws of the <br />proposal, and the Council agreed that the proposal was generally in the context of <br />present regulations. Mr. Olson stated that he will be preparing an application and <br />preliminary plat for presentation to the Planning Commission. <br />PROPOSED ANTENNA ORDINANCE <br />The City of Hugo has received multiple applications for the construction of cellular <br />telephone antennas within the community. Staff has been worldng on an antenna <br />ordinance to regulate their construction and location. Attorney Galler stated that <br />he was not satisfied with the draft submitted to the Council, and requested the <br />Council table action. <br />Leroux made motion, Agness seconded, to table this matter to allow the City <br />Attorney time to resubmit a revised ordinance. <br />All aye. Motion Carried. <br />The Council considered a resolution assessing delinquent utility bills from 1996. <br />Barnes made motion, Miron seconded, to adopt RESOLUTION 96-13, A <br />RESOLUTION DECLARING UNPAID UMXrY BILLS BE PLACED ON <br />THE TAX ROLLS. <br />VOTING AYE: Agness, Barnes, Goiffon, Leroux, Miron <br />Motion Carried. <br />MISCELLANEOUS <br />Dan Nadeau requested the City Council reconsider reduction of various fees <br />(WAC, SAC, REC) that were charged against his building project. Mr. Nadeau <br />submitted a sample of charges from other communities. It was noted that the <br />sample was from communities located outside of the metro area. Another <br />sampling of metro communities indicated that, although Hugo is on the high side, <br />charges are within range of other communities. Mayor Miron that Mr. Nadeau <br />that the Council would review City fees for new construction. <br />
