City Council meeting of November 18, 1996 <br />Page 4 <br />need of that easement for construction of a bike trail, and the impact that the vacation of the <br />street would have on firture negotiations with the railroad and MNDOT for necessary street <br />accesses to T.H. 61. Wilson Tool has again raised the issue of the City vacating 128th <br />Street, as they are currently considering expansion plans. <br />Leroux made motion, Goiffon seconded, to schedule a public hearing for December 16, <br />1996, at 7:05PK to consider vacation of a portion of 128th Street , bisecting the Wilson <br />Tool property in the Bald Eagle Industrial Park. <br />All aye. Motion Carried. <br />JOINT MEETING (MAY TOWN BOARD) <br />Ed Matthiesen, Montgomery Watson, engineer for the proposed School Section/Goggins <br />Lakes outlet project, has informed the City that the downstream impact analysis will be <br />completed by the middle of December. Discussions with Rebecca Johnson, of the May <br />Town Board, indicate December 19,19% as a proposed date for a joint meeting between <br />May Township and the City of Hugo to consider the results of the report, and determine a <br />course of action to relieve the flooding in the basin. <br />Miran made motion, Goiffon seconded, to schedule a joint meeting of the May Town Board <br />and Hugo City Council for December 19, 1996, at 7:30PK Withrow Elementary School, to <br />discuss the engineering report on the doRmstream impact for the School Section/Goggins <br />Lakes outlet project. <br />All aye. Motion Carried. <br />The received a draft letter from May Township regarding the appropriate amount of <br />Washington County's contribution for the flood mitigation project. <br />Miran made motion, Goiffon seconded, directing staff to redraft the Township's letter and <br />attempt to schedule a meeting with May Township, the City of Hugo, and Washington <br />County prior to the joint meeting of December 19, 19% to discuss the project. <br />All aye. Motion Carried. <br />FINAL REVIEW (1997 PROPOSED BUDGE n <br />The Truth in Taxation hearing of the City's 1997 tax levy has been scheduled for December <br />16, 1996. Prior to this hearing, staff suggested a review of the 1997 proposed budget in <br />light of the recent changes discussed for street and utility work. <br />Miron made motion, Leroux seconded, to schedule a workshop for Tuesday, December 3, <br />1996, Hugo City Hall, at 7:30PK to further the City's 1997 proposed budget. <br />All aye. Motion Carried. <br />
