City Council meeting of November 18, 1996 <br />Page 3 <br />March 2, 1996. After all testimony was presented to the Council, the following motion was <br />made: <br />Barnes made motion, Leroux seconded, that this Council make a finding that the Licensee <br />did, in fact, violate Chapter 150, Section 9, of the Hugo City Code by furnishing alcohol to a <br />person under 21 years of age. <br />VOTING AYE: Agness, Barnes, Leroux, Miron <br />VOTING NAY: Andrew Goiffon <br />Motion Carried. <br />Barnes made motion, Leroux seconded, that the City of Hugo impose a $500 civil fine on <br />Raymond Bogatty, owner of Ricci's Cantina, for violating Hugo City Code, Chapter 150, <br />Section 9, by furnishing alcohol to a person under 21 years of age. <br />VOTING AYE: Agness, Barnes, Leroux <br />VOTING NAY: Goiffon and Miron <br />Motion Carried. <br />Goiffon made motion, Leroux seconded, allowing Mr. Bogatty 60 days from today's date m <br />which to make payment of the $500 fine. <br />All aye. Motion Carried. <br />COUNCILMAN TIM AGNESS LEFT THE MEETING AT 9:OOPM. <br />FIRE HALL DISCUSSION <br />On November 5, 1996, as part of the general election, the City conducted a referendum on <br />whether to issue general obligation bonds in an amount not to exceed $1,100,000 for <br />construction of a new fire hall. The result of the referendum was 1,524 against, and 981 in <br />favor. Councilman Leroux suggested that a questionnaire be sent to residents asking why <br />they voted against the referendum. It was concluded that there were three areas of <br />contention: 1) site, 2) cost of project, and 3)remodel or new construction. <br />Miron made motion, Barnes seconded, directing the Fire Hall Committee reconvene, with <br />Dave Schumann as Chair, and a subcomnuttee meet to determine costs for remodeling the <br />existing facility, with both Committees reporting findings to the Council. <br />All aye. Motion Carried. <br />128TH STREET VACATION <br />Previously, Wilson Tool had requested the vacation of a portion of 128th Street, which <br />bisects its property. This street easement is partially wetlands, and has not been improved. <br />At the street vacation hearing, the Council expressed concerns regarding the potential future <br />
