The PC considered this request at their meeting of November 20, 1996, <br />and recommended approval of the rezoning. <br />Leroux made motion, Agness seconded, to adopt ORDINANCE 96-314, AN <br />ORDINANCE AMENDING CHAPTER 320 OF THE HUGO CITY CODE <br />ENTITLED "ZONING" BY AMENDING THE ZONING CLASSIFICATION <br />OF THE DESCRIBED REAL PROPERTY. <br />VOTING AYE: Agness, Barnes, Goiffon, Leroux, Miron <br />Motion Carried. <br />Mr. Galler will prepare a Findings of Fact of this rezoning approval. <br />11.11) W f-1 CC Z E&ioj�I. <br />Mr. Richard Schreier, doing business as Plaisted LLC, 99 South Owasso Blvd., St. <br />Paul, MN., has requested to subdivide 191.7 acres of agriculturally -zone property <br />into 25 lots by PUD. The property is located in the S1/2 of the SEI/4 of Section <br />24, T31N, R21 W, along 140th Street and Keystone Avenue. The PC considered <br />this request on November 20, 1996, and recommended denial of the proposal due <br />to the flooding of Plaisted Lake and that the proposed cul-de-sac exceeds City <br />standards by over 1,800 feet. City Planner, Ed Elliott, reviewed the history of the <br />plat with the Council. Residents adjacent to the proposed subdivision voiced their <br />opposition based on the following reasons: <br />1. Too many houses clustered together. Would rather see one house per 10 <br />acres. <br />2. Negative impact on wildlife habitat. <br />3. Park and boat launch should not be constructed because Lake Plaisted is not a <br />fishing lake. <br />4. Flooding problem should be corrected before subdivision is allowed. <br />Jeanine Thatcher from Washington County Soil and Water Conservation asked <br />that they be provided with a copy of the proposed plat allowing them to make <br />comments, along with comments from the DNR <br />Miron made motion, Barnes seconded, to table this request until the Council <br />meeting of January 6, 1997, to allow time for receipt of comments from <br />Washington County Soil and Water Conservation (WCSWC), as well as the DNR, <br />and City staff is directed to begin preparation of a Development Agreement, based <br />on the following: <br />
