City Council meeting of December 2, 1996 <br />Page 6 <br />At a previous meeting, the City Attorney requested time to review and revise the <br />proposed ordinance regulating the construction of antennas in the City. Richard <br />Donlon and George LaVallee reviewed the proposed ordinance, and suggested <br />changes. Councilman Agness stated that he will not vote on the issue until he <br />knows more about the issue. <br />Leroux made motion, Goiffon seconded, directing the City Attorney to incorporate <br />changes suggested by Richard Donlon and George LaVallee, and hold a public <br />hearing to consider the revised ordinance on January 21, 1997. <br />VOTING AYE: Barnes, Goiffon, Leroux, Myron <br />VOTING NAY: Agness <br />Motion Carried. <br />Leroux made motion, Miron seconded, to table action on the Peltier/Lessard <br />Special Use Permits for 60 days. <br />VOTING AYE: Barnes, Goiffon, Leroux, Myron <br />VOTING NAY: Agness <br />Motion Carried. <br />CATER METER REPLACE <br />The Council considered an RFP, prepared by the City's maintenance supervisor, <br />seeking bids to replace approximately 700 existing water meters. This course of <br />action is being recommended due to concerns with the accuracy of a large number <br />of the City's water meters, many of which are over 20 years old. Inspection <br />replacement and repair of the approximately 700 meters in the City is estimated to <br />cost between $35,000 and $50,000. Given expected future growth in the <br />community, a change to the more modern telephone -read technology would be <br />timely prior to the addition of a large number of new meters to the system. It is <br />estimated that the telephone -read technology will save the City approximately <br />$3.20 per unit, per year, in labor, or $64 each over the life expectancy of the <br />meters. Project cost for this project, including meters, installation, software, and <br />setup is $125,000. <br />Barnes made motion, Myron seconded, to table this matter until the City Council <br />meeting of December 16, 1996. <br />All aye. Motion Carried. <br />
