Pity Council meeting of March 20, 1995 <br />Page 3 <br />SCHEDULE SPECIAL CITY COUNCIL MEETING <br />Barnes made motion, Goiffon seconded, that tonight's meeting be recessed, <br />rather than adjourned, until March 28, 1995, 7:30 PM, to hold a workshop, <br />in conjunction with the Fire Department and the State Fire Service, to <br />discuss the Fire Department's proposed Standard Operating Procedures. <br />All aye. Motion Carried. <br />CONDITION OF CITY ROADS <br />Mayor Miron informed the Council of road complaints received by the City. <br />A resident adjacent to the 121st Street Bald Eagle Lake access claimed <br />damage to his property as a result of sand being dumped to prohibit <br />vehicular access. This matter will be turned over to the City's insurance <br />agent. <br />LaValle made motion, Goiffon seconded, that the Council conduct a road <br />tour on April 8, 1995, at 9:00 PM. The City Engineer and City Attorney <br />are requested to participate in the tour. <br />All aye. Motion Carried. <br />LETTER. FROM LEE JOHNSON (BLACK; POWDER TEST AT BESA) <br />The City received a letter from attorney Lee Johnson regarding the <br />proposed black powder test to be conducted by the Planning Commission, and <br />the Council concurred that the City should set parameters for the test. <br />LaValle made motion, Barnes seconded, that the experimental black power <br />test to the conducted at the Bald Eagle Sportsman Association, as allowed <br />by the City Council, be conditioned according to adopted standards as <br />determined by an environmental noise engineering firm. Test results shall <br />be provided to the City Council. Cost of the test shall be borne by the <br />applicant (DESA). The BESA has the option of withdrawing their request <br />for the black power test. <br />All aye. Motion Carried, <br />RESERVE CITY PARK ( CUMMI NGS ) <br />The City received a request from Linda (Frisson) Cummings to reserve the <br />City Park on July 1 and 2, 1995. The City had already taken action on a <br />previous Brisson request, approving July 1, 1995. <br />Leroux made motion, LaValle seconded, to allow use of the City park, with <br />the exception of the tennis courts, on July 2, 1995, as requested. <br />Leroux made motion, Barnes seconded, to amend the previous motion to limit <br />use of the ballfields to the eastern field only. <br />VOTE ON AMENDMENT: All aye. Motion Carried. <br />VOTE ON ORIGINAL MOTION: All aye. Motion Carried. <br />
