City Council meeting of April 17, 1995 <br />Page 4 <br />for casual labor will fund the position. Creation of this position will <br />not remove the requirement to hire other casual labor at times when the <br />workload is beyond that of a single individual. Staff recommended <br />approval of the request. <br />Miron made motion. Goiffon seconded, to approve <br />seasonal, part-time maintenance work position, <br />Norman to fill this position, at a casual labor <br />All aye. Motion Carried. <br />AFFIL 24TH MEETING CONFLICT <br />establishment of a <br />and that the City hire Chad <br />rate of $7.50/hr. <br />Durinq the Council meeting of April 3, 1995, the Hugo City Council <br />established the evening of April 24th as a workshop to review and consider <br />the proposed Woods of Bald Eagle subdivision. In January, a meeting was <br />arranged for the same date between the editor of the Forest Lake Times, <br />Howard Lestrud, and the City Council, to discuss the Open Meeting Law and <br />the Data Privacy Act. Staff believes that the time required for each <br />meeting makes it infeasible for both to be conducted the same evening, and <br />that one or the other should be moved to another date. The Council <br />determined that changing the meeting with the newspaper would affect the <br />least number of people. <br />Miron made motion, Leroux seconded, directing City staff to make other <br />arrangements with representatives from the Forest Lake Times for another <br />meeting date. <br />All aye. Motion Carried. <br />MISCELLANEOUS <br />Linda Pierre, representing DoAll Services, appeared before the Council <br />requesting that the City revise its refuse hauler ordinance to increase <br />the number of haulers allowed to operate within the City from six to <br />seven. They were denied a license to operate because of the number <br />limitation. <br />Leroux made motion. Goiffon seconded, to schedule a public hearing for May <br />15, 1995, at 7:10 PM, for the purpose of consideration of amending the <br />City's refuse hauler ordinance to increase the number of haulers allowed <br />to operate within the City from six (6) to seven (7). <br />All aye. Motion Carried. <br />Resident Walter Stoltzman asked when the compost site would be opened, and <br />whether anyone was going to "turn over" the compost of the site. Mr. <br />Stoltzman was encouraged to take on the task. <br />The Council discussed the proposed development known as Mann Lake Estates <br />located in Grant Township, and its impact on Hugo. It is their intent to <br />use Hugo's roads, located in Round Lake Estates, as its access/exit to the <br />
