City Ctwnc Ai meeting of May 1, 1995 <br />Page 4 <br />SPECIAL USE PERMIT LESSARD/NYREN <br />Lessard/Nyren Utilities, Inc, 17385 Forest Blvd. North, requested a SUP t' <br />maintain exterior storage as a principal use on their property at 173(35 <br />Forest Blvd in accordance with the submitted site plan. The Hugo Planning <br />Commission considered this request on April 26, 1995, and recommended <br />approval of the SUP subject to special conditions. The Council discussed <br />this request, and had questions regarding drainage, environmental concerns <br />regarding spillage, and vegetation. <br />1. The lot be improved by landscaping, grading, bituminous surfacing of <br />parking spaces, and access drives. <br />2. All yard requirements of the ordinance are met. <br />3. Secure fencing of the storage area. <br />4. Screening of the storage area is provided to adjacent property. <br />5. Rice Creek Watershed District approval. <br />6. Pine trees, 5 to 6 feet be planted as specified in the site plan, with <br />pine saplings planted on the east property line. <br />7. The Special Use Permit shall be subject to City review if the property <br />is sold and ownership transferred. <br />S. Storage shall be limited to utility equipment and materials. <br />9. 80 maximum of the property shall be used for buildings, impervious <br />surface. and exterior storage. <br />10. Screening must be maintained for as long as the use exists. <br />Barnes made motion. LaValle seconded, to table the Lessard/Nyren SUP <br />request until the meeting of May 15. 1995, to allow staff to address <br />Council concerns. <br />All aye. Motion Carried. <br />VARIANCE REQUEST (BLDRS MANAGEMENT SERVICES, INC. <br />ELMS, Inc.. 11499 Martin Street, Coon Rapids, requested a variance to <br />exceed sign limitations on sign heights to construct an 18' high <br />advertising sign for their development known as Oneka Estates. The <br />purpose for the additional height is to raise the sign above the railroad <br />embankment along T.H. 61. The Board of Zoning Adjustments considered the <br />request on April 26, 1995, and recommended approval of the variance to <br />construct an 8' x 8' sign, 18' high, on Lot 5, Block " Oneka Estates <br />subdivision. The sign is to be removed on the sale of Lot 5, when all <br />lots are sold, or by May 1, 1998, whichever comes first. <br />LaValle made motion, Barnes seconded, to approve the variance request of <br />ELMS to construct an 18' high advertising sign for the Oneka Estates above <br />the railroad embankment along T.H. 61. Also, a variance to construct an <br />8' x 8' sign, 18' high, on Lot 5, Block 3, Oneka Estates. The sign is to <br />be removed upon one of the following: 1) the sale of Lot 5. 2) when all <br />lots are sold, or 3) by May 1, 1998, whichever comes first. The applicant <br />shall be double permit fees for installing signs without first obtaining a <br />permit. <br />All aye. Motion Carried. <br />
