City Council meeting of May 1. 1995 <br />Page <br />ELMCREST AVENUE BRIDGE REPLACEMENT UPDATE <br />In response to a Council request, the City Engineer provided an update on <br />the Elmcrest Avenue bridge replacement, including Council concerns <br />regarding elevations and the potential for improving Elmcrest Avenue on <br />the approaches to the bridge. The project is estimated to being in early <br />June, 1995. <br />FIRE HALL NEEDS COMMITTEE <br />The City Administrator provided his recommendation regarding the <br />appointment of a committee to study the need for a new municipal fire <br />hall. Councilman LaValle stated that the City should also be looking at <br />construction of a new City Hall, and utilizing the Rice Lake Parti; <br />building. <br />Lerou>; made motion. Barnes seconded, to accept the Administrator's <br />recommendation and appointing the following to the Fire Hall Needs <br />Committee: Greg Burmeister, Jim Compton, Fon Gray, Joe McMahon, Wally <br />Stoltzman, Dan Davis, and Andy Goiffon. <br />VOTING AYE: Barnes, Goiffon, Leroux, Miron <br />VOTING NAY: LaValle <br />Motion Carried. <br />The Council stated that the Committee could decide on its own chairperson. <br />The City will form another committee to investigate the need for a new <br />City Hall. <br />SPECIAL USE PERMIT/DOLAN BARBOUR <br />Dan Dolan Development, Inc., and Jeff Barbour requested a Special Use <br />Permit to construct a stone/brick entrance monument on Lot 1, Bloch:. 1, <br />Duck Pass subdivision. The property is zoned RR2. On April 26, 1995, the <br />Planning Commission recommended approval of the SUP subject to special <br />conditions. <br />LaValle made motion, Leroux seconded, to approve the SUP request of Dan <br />Dolan/Jeff Barbour to construct a stone/brick entrance monument on Lot 1, <br />Block 1, Duck. Pass subdivision, subject to the following special <br />conditions: <br />1. Maintenance of the monument and its easement shall be the <br />responsibility of the Duck Pass Homeowner's Association. <br />2. The covenants of the Duck Pass Homeowner's Association shall be <br />amended to provide for maintenance of the monument and its easement <br />area, as well as providing a funding mechanism for such maintenance. <br />3. If at any time the monument falls into a state of disrepair, the <br />Council may terminate this special use permit and remove the monument <br />subject only to notice of the Council's intention, in advance, to the <br />Homeowner's Association. <br />4. Applicant to pay double building permit for constructing the monument <br />prior to obtaining a building permit. <br />All aye. Motion Carried. <br />
