MINUTES FOR THE HUGO CITY COUNCIL MEETING OF SEPTEMBER 5. 1995 <br />The meeting was called to order by Mayor Fran Miron at 7:00 PM. <br />PRESENT: Barnes. Goiffon, LaValle, Leroux:, Miron <br />City Administrator, Robert Museus <br />City Attorney, Greg Galler <br />City Engineer, Tom Angus <br />City Clerk, Mary Ann Creager <br />Leroux made motion, Goiffon seconded, to adopt the following Consent <br />Agenda: <br />Minutes of Special City Council meeting August 22, 1995 <br />Minutes of Special City Council meeting August 28, 1995 <br />Disciplinary Hearing of August 22, 1995 <br />Claims for September 5, 1995 in the amount of $13,652.90 <br />SUP - John Olsen <br />Minor Subdivision - Granger/Brassill <br />Variance - Roxanne Ketcham <br />Post Office Property description <br />Findings of Fact - Istvanovich Hearing <br />1996 Curbside Recycling Contract <br />The foregoing Consent Agenda was adopted unanimously. <br />Barnes made motion, Leroux seconded, to approve the minutes for the <br />regular City Council meeting of August 21, 1995, as amended. <br />All aye. Motion Carried. <br />PUBLIC HEARING (STORM WATER DRAINAGE UTILITY) <br />A public hearing was held to consider an ordinance establishing a storm <br />water drainage utility for the maintenance of the public drainage system. <br />There were no oral or written comments regarding this matter. After a <br />long discussion regarding methods available to the Council secure <br />financing, as well as costs associated with the City billing residents, <br />the following motion was made: <br />Leroux made motion, Barnes seconded, to table action on this matter until <br />the Council meeting of September 18, 1995 to determine if Washington <br />County would be able to include the billing on tax statements. <br />All aye. Motion Carried. <br />SHORELAND ORDINANCE <br />On August 7. 1995, the City Council conducted a public hearing regarding <br />the adoption of a revised ordinance regulating the development of <br />shorelands and repealing inconsistent ordinances. At the hearing, the <br />Council discussed the need to include a map with the ordinance indicating <br />those water bodies being controlled by the ordinance, renumbering of the <br />tables, and some grammatical corrections. The City Attorney received a <br />letter from Gerald Duffy, attorney representing Grace Development (Woods <br />of Bald Eagle), asking for delay in action on this ordinance. The Council <br />
