City Council meeting of September 5, 1995 <br />Page 3 <br />PROPOSED 1996 LAW ENFORCEMENT CONTRACT <br />The City received the proposed law enforcement contract from Washington <br />County for 1996. The County proposes increasing the contract cost by 8.8% <br />over the 1995 cost. Staff does have some concerns regarding changes to <br />the agreement; specifically, the County is reducing the number of hours <br />credited to the City as transportation time for officers traveling between <br />Stillwater and Hugo at shift changes, and the County intends to purchase <br />squad cars in the future, charging the City a straight per -hour rate. The <br />City's finance director prepared a review of the contract for Council <br />consideration. <br />Miron made motion, Leroux seconded, directing the City Administrator send <br />a letter to Sheriff Jim Frank stating the City's dissatisfaction with the <br />proposed Contract, citing the particulars, and ask that Sheriff Frank <br />attend a Council meeting to discuss these issues. <br />All aye. Motion Carried. <br />WASHINGTON COUNTY COST PARTICIPATION POLICY <br />Washington County Department of Public Works prepared a policy regarding <br />cost sharing in joint city and county street projects to include <br />signalization of intersections, widening streets, construction of bike <br />paths and sidewalks, and other matters. The proposed policy has been <br />reviewed by the City Engineer and his comments were provided to the <br />Council for their consideration. A letter prepared by staff in response <br />to the County's proposed policy was presented the Council for approval. <br />Leroux made motion, Barnes seconded, that City staff forward the letter, <br />as drafted, to Washington County with City comments. <br />All aye. Motion Carried. <br />ADMINISTRATOR'S PERFORMANCE REVIEW <br />A performance review of the City Administrator was scheduled for August <br />22, 1995, but due to a lack of time, was not accomplished. The Council, <br />individually, commented on the Administrator's job performance. <br />BUDGET WORKSHOP <br />Staff proposed that the City Council establish September 11, 1995 as a <br />special Council meeting date to conduct a budget workshop in order to <br />determine the City's maximum tax levy for 1996. <br />Leroux made motion, Goiffon seconded, to recess tonight's meeting at 11:00 <br />PM until September 11, 1995, at 7:30 PM, to conduct a budget workshop. <br />411.(_ �r <br />Mary Creager <br />City erk <br />
