City Council meeting of October 2, 1995 <br />Page 2 <br />Miron made motion. Leroux, seconded, to contract with Keith Greenwaldt for <br />the 1995/96 snowplowing of City -owned property at a cost of $42.50 per <br />hour. The 1996/97 snowplowing will be performed by City employees. <br />All aye. Motion Carried. <br />HEARING ON PETITION TO VACATE A PORTION OF 128TH STREET <br />A public hearing was held to consider the request of Wilson Tool <br />International to vacate an 80' easement, known as 128th Street. from the <br />west side of T.H. 61 to the east line of Farnham Avenue, and from the west <br />line of Farnham Avenue to the east line of Falcon Avenue. Wilson Tool is <br />the property owner on both sides of the easement, which runs across their <br />proposed parking lot and a DNR protected wetland. The City's current <br />street plan for that area does not include construction of 128th Street, <br />nor its connection to T.H. 61. Staff recommended approval of the <br />vacation. Mr. Tom Emery, representing Wilson Tool, was present stating <br />Wilson Tool's reasons for the request: aid in their future growth and <br />planning purposes, and use easement for additional vegetation and buffer <br />from adjoining residential property. The Council was reluctant to vacate <br />this easement without having an alternate access to T.H. 61, and because <br />easement abuts wetlands, the DNR will need to be notified of this vacation <br />process. <br />Leroux made motion. Miron seconded, to table this matter to allow time to <br />notify the DNR of the vacation process, and placed on the Council agenda <br />after receipt of their comments. <br />All aye. Motion Carried. <br />PETITION OF LOCAL IMPROVEMENT OF 177TH STREET <br />The City received a petition from owners of not less than 35% in frontage <br />of the real property abutting on 177th Street, between the east line of <br />Greystone Avenue, and the west line of Henna Avenue, requesting that the <br />road be paved pursuant to Minnesota Statutes, Section 429. In accordance <br />with the Statute, staff recommended that the City Council adopt the <br />resolution declaring the adequacy of the petition and ordering the City <br />Engineer to prepare a feasibility report for the project. The Council <br />discussed the following in conjunction with this request: <br />1. Include a short section of Greystone in the project to connect the <br />road to 177th Street, west of Greystone? <br />2. Construct street in compliance with City standards? <br />3. How extensive a feasibility report is necessary for the project? <br />4. Safety/ of 90 degree curve on Greystone. <br />Leroux made motion. Goiffon seconded, to adopt RESOLUTION 1995-14, A <br />RESOLUTION DECLARING ADEQUACY OF PETITION AND ORDERING PREPARATION OF <br />REPORT FOR IMPROVEMENT OF 177TH STREET THROUGH RECONSTRUCTION TO THE <br />CITY'S PAVED 9 -TON RURAL STANDARD, INCLUDING CONNECTION ALONG GREYSTONE <br />AVENUE TO 177TH STREET WEST OF GREYSTONE AVENUE. <br />VOTING AYE: Barnes, Goiffon, LaValle, Leroux, Miron <br />Motion Carried. <br />
