City Council meeting of October 2, 1995 <br />Page 3 <br />PETITION FOR ESTABLISHMENT OF PUBLIC PARK. IN THE RICE LAKE MEADOWS SUED <br />Residents of Rice Lake Meadows presented the Council with a petition of 53 <br />names requesting that a public park be established in their neighborhood. <br />Miron made motion, Leroux seconded, directing City staff to refer the <br />petition to the Planning Commission for their review during deliberations <br />of the PUD for Rice Lake Meadows. <br />All aye. Motion Carried. <br />REQUEST TO USE COUNTY RIGHT-OF-WAY BY SNOWMOBILES <br />Ms. Julie Schneider of the Star Trail Association appeared before the <br />Council regarding the use of the County right-of-way, along the old BN <br />railroad tracks, for use by snowmobilers during the upcoming snowmobile <br />season. It was the consensus that use of the County right-of-way by <br />snowmobiles was not an appropriate use. <br />LaValle made motion. Barnes seconded, that a letter be sent to Washington <br />County stating that the City of Hugo is opposed to the use of the County <br />right-of-way, along the t -r* old BN railroad tracks, as a snowmobile trail. <br />All aye. Motion Carried. <br />RESOLUTION DECLARING MINIMUM MAINTENANCE ROAD <br />The City's 1995 graveling plans includes placing gravel on a stretch of <br />Everton Avenue south of 165th Street. This road is used to gain access to <br />agricultural property, and has not been constructed to established City <br />standards. In order to avoid the City acquiring additional liability for <br />this roadway, and to notify the public that this easement will not be <br />maintained to usual City standard, staff recommended that the Council <br />adopt a resolution declaring Everton Avenue, from the south line of 165th <br />Street to a point approximately 1/4 of a mile to the south, a minimum <br />maintenance public road, in accordance with Minnesota Statutes, Section <br />412.62i1. <br />Miron made motion, Goiffon seconded, to adopt RESOLUTION 1995-15, A <br />RESOLUTION ESTABLISHING A MAINTENANCE STANDARD FOR EVERTON AVENUE SOUTH OF <br />165TH STREET. <br />VOTING AYE: Barnes, Goiffon, LaValle, Miron <br />ABSTAINED: Leroux <br />Motion Carried. <br />HOMESTEAD AVENUE POND REPORT <br />As directed by the City Council, the City's Engineer and Finance Director <br />prepared a proposed assessment roll, under Minnesota Statutes, Section <br />444, for constructing a drainage system to pipe water from the Homestead <br />Avenue Pond and along the south line of the Waller property. The Council <br />had previously indicated a desire to establish a public informational <br />meeting for residents subject to the assessments. Mayor Miron questioned <br />the cost of the tiling project, and suggested that the City obtain bids. <br />
