MINUTES FOR THE HUGO CITY COUNCIL MEETING OF OCTOBER 16, 1995 <br />The meeting was called to order by Mayor Fran Miron at 7:00 PM. <br />PRESENT: Barnes, Goiffon. LaValle, Miron <br />City Administrator, Hobert Museus <br />City Attorney, Greg Galler <br />City Engineer, Tom Angus <br />City Clerk, Mary Ann Creager <br />ABSENT: Jim Leroux <br />Goiffon made motion, Barnes seconded, to adopt the following Consent <br />Agenda: <br />Approval of City Council minutes for October 2, 1995 <br />Claims for October 16, 1995, in the amount of $5C),461.9 <br />Vehicle Responsibility Agreement <br />Letter of Credit Reduction (Duch; Pass) <br />Site Flan Approval (Twin Fines Emergency Shelter) <br />The foreaoina Consent Aaenda was adopted unanimously. <br />HEARING .(ANIMAL CONTROL ORDINANCE) <br />The Council considered a revised Animal Control Ordinance, which is the <br />result of Council/Committee efforts. The ordinance was subject to a <br />public hearing in the past. Toniaht's hearing was requested by the <br />Council in order to allow discussion of the revisions made in the <br />document. The public hearing was called to order and a number of <br />Committee members voiced their pleasure with the final ordinance. Teddy <br />Peltier and Kurt Granaer asked for clarification to certain parts of the <br />ordinance, and Marietta Olson wanted to make sure that animals picked up <br />will be treated humanely. After discussion, it was decided to remove the <br />words "immediate relief" from Paae 8, second paragraph, as they were <br />determined to be misleadina. City Attorney Galler stated that after <br />adoption of the ordinance, it will be numbered to fit into City code. <br />Barnes made motion, LaValle seconded, to adopt ORDINANCE 95-3(-)6, AN <br />ORDINANCE REGULATING DOGS WITHIN THE CITY, INCLUDING THE KEEPING AND <br />PROVIDING FOR 'THEIR LICENSING. <br />VOTING AYE:: Barnes. Goiffon, LaValle, Miron <br />Motion (-.tarried. <br />128TH 8TH STI::E E T VACATION REQUEST <br />A public hearing was held on October 2, 1995 to consider a request. from <br />Wilson Tool International for the vacation of a portion of 12)8th Street, <br />which rens across their property. The road has not been constructed, and <br />the easement crosses a wetland and the proposed future site of a parking <br />lot for Wilson Tool. Durina that hearing, concerns were raised reaardina <br />the requirement to provide notice of the vacation to the DNR, and the <br />potential need for the easement for a. pedestrian path to link the future <br />bike trail along TH 61 to homes on the west side of Wilson Tool. Staff <br />contacted the DNR, and they indicated that they have no interest in <br />
