As a portion of 128th Street crosses a wetland, <br />it would be difficult for the City to establish a pedestrian path along <br />this easement without incurring substantial cost in replacing the lost <br />storm water storage capacity and in wetland mitigation. <br />Miron made motion, Goiffon seconded, to adopt RESOLUTION 95-16, A <br />RESOLUTION VACATING A ROADWAY EASEMENT AS PER PETITION OF WILSON TOOL <br />INTERNATIONAL. <br />Because only four members of the Council were present, and it was obvious <br />two members were against the proposed Resolution, the following motion was <br />made: <br />Miron made motion, LaValle seconded, to table this request until the <br />Council meeting of November 6, 1995. <br />All aye. Motion Carried. <br />City Engineer, Tom Angus, will provide the Council with a railroad <br />crossing update at the meeting of 11/06/95. <br />WOODS OF BALD EAGLE (FINAL FLAT APPROVAL). <br />The Council considered the final plat for the development known as the <br />Woods of Fuld Eagle. The plat has under gone revision since preliminary <br />plat approval was given to the project. These revisions were made in <br />response to comments received from the Environmental Assessment Worksheet, <br />and a redelineation of the wetlands on the site which occurred in <br />September of this year. There was a long discussion regarding the need <br />for pedestrian/bike paths along the collector street, maintenance of <br />drainage easements/ditches, and the status of obtaining the Oakshore Park <br />land for parks. <br />Miron made motion, Barnes seconded, to table final plat approval for Woods <br />of Fuld Eagle until the Council receives answers to their concerns. <br />All aye. Motion Carried. <br />REVISED HOMESTEAD AVENUE POND IMPROVEMENT ESTIMATE <br />At the Council's direction, the City Engineer prepared a cost estimate for <br />constructing a drain -tile system from the outflow of the Homestead Avenue <br />pond to the vicinity of Rice Lake. The project cost is estimated at <br />$10.500 for a 12" drain tile. and $8,000 for construction of a new outlet <br />from the pond, for a total construction cost of $18,500. Easement <br />acquisition, engineering, administrative, legal, and incidentals will need <br />to be added to this estimate. <br />Miron made motion, LaValle seconded, to schedule an informational meeting <br />on Wednesday, November 8, 1995, at 7:30 PM for residents involved in the <br />Homestead Avenue Pond improvement project. <br />All aye.
