The work could be done by the City's temporary employees during the summer at a minimal cost. Some people may object to the appearance of such stenciling, and there would be reoccurring costs in repainting the markings. Barnes made motion, Goiffon seconded, that the City of Hugo cooperate with the RCWD for stenciling, as requested. All aye. Motion Carried. REVISED RESOLUTION (MINIMUM MAINTENANCE ROAD) The City Attorney performed additional research into the appropriate method of establishing minimum maintenance roads within the City. At this time, this impacts Everton Avenue south of 165th Street. The Attorney has recommended a revised format for the resolution. Barnes made motion, Goiffon seconded, to rescind the previous motion adopting Resolution 95-15. All aye. Motion Carried. Miron made motion. Barnes seconded, to adopt RESOLUTION 95-16, A RESOLUTION ESTABLISHING A MINIMUM MAINTENANCE STANDARD FOR A DEDICATED CITY STREET. VOTING AYE: Barnes, Goiffon. LaValle. Miron Motion Carried. RESOLUTION FOR UNPAID UTILITY BILLS The City's Finance Director requested that the Council a resolution certifying to Washington County those individuals who are past due in the payment of their utility bills, and that such bills be assessed against their properties. Miron made motion, LaValle seconded, to adopt RESOLUTION 95-17. A RESOLUTION DECLARING UNPAID UTILITY BILLS BE PLACED ON THE TAX ROLLS. VOTING AYE: Barnes, Goiffon, LaValle, Miron Motion Carried. 1996 PRIORITIES Staff consolidated the Council priority worksheets and developed cost estimates for those projects under consideration for the next budget year. Goiffon made motion. LaValle seconded, to schedule a workshop for October 30, 1995, at 7:30 PM, to review the priorities established and discuss them in more detail. All aye. Motion Carried.
