City Council meeting of October 16, 1995 <br />Page <br />LAKE AIR ESTATES DRAINAGE IMPROVEMENT <br />At the Council meetinq of October 2, 1995, the Council authorized staff to <br />request an Advertisement for Gids to clean and reprofile the drainage <br />ditches in the Lake Air Estates subdivision. Due to the expected high <br />cost of this project, staff has been looking for alternate methods of <br />draining these ditches. Mr. Todd Hubmer of OSM appeared before the <br />Council stating that it was his belief that it would be less expensive for <br />the City to lower the elevation of the Wilson Tool pond by a foot or more <br />first, which would allow the ditches within the subdivision to dry out <br />between rainfall events. It would then become more cost effective for the <br />City to clean the ditches, as heavy equipment could move within the <br />channel rather than disturbing adjacent properties. <br />Miron made motion, Barnes seconded, directing City staff to postpone the <br />Advertisement for Gids for Lake Air Estates drainage improvement, and <br />notify interested landowners of this action. <br />All aye. Motion Carried. <br />STORM WATER UTILITY ORDINANCE <br />The City received a response from the Washington County Auditor's Office <br />indicating that the City may not bill its property owners through their <br />annual tax statements without first certifying to the County that the <br />bills are unpaid. This would mean that the City would have to first mail <br />bills individually to all residents and then certify only those which have <br />not been paid to the County for collection on the tax rolls. Due to this <br />factor, as well as Council concerns regarding the high cost of the system <br />on rural property owners, staff is reviewing the potential of dividing the <br />City into storm water districts, which would be separately managed based <br />on their state of development. No action was taken on this matter. <br />PRELIMINARY REPORT (177TH STREET IMPROVEMENT) <br />The Council considered the report of the City Engineer.in response to <br />residents' request to pave 177th Street, between Henna Avenue and <br />Greystone Avenue. The Engineer recommended that an informational meeting <br />be scheduled for residents impacted by the improvement, both to inform the <br />residents as to the status and cost of the project ($481,130), as well as <br />to gather additional information necessary for project design. <br />Miron made motion, LaValle seconded. directing City staff to schedule an <br />information meeting with residents impacted by the request to pave 177th <br />Street, between Henna Avenue and Greystone Avenue. <br />All aye. Motion Carried. <br />STORM DRAIN STENCILING <br />The RCWD requested that the City of Hugo consider stenciling each of its <br />storm water outlets informing residents not to dump waste into catch <br />basins. The Watershed hopes this will reduce the amount of pollutants <br />
