MINUTES FOR THE HUGO CITY COUNCIL MEETING OF NOVEMBER 20 1995 <br />The meeting was called to order by Mayor Fran Miron at 7:00 PM. <br />PRESENT: Barnes, Goiffon, LaValle, LeroUX, Miron <br />City Administrator, Robert MUseus <br />City Attorney, Greq Galler <br />City Engineer, Tom Angus <br />City Clerk, Mary Ann Creager <br />ADD TO AGENDA <br />Discussion of Animal Contract <br />Discussion of Modern Recycling (Roger Dupaul) <br />LeroUX made motion, Goiffon seconded, to adopt the following Consent <br />Agenda: <br />City Council minutes from November 6, 1995 <br />City Council minutes from November 14, 1995 <br />Claims for November 20, 1995 in the amount of $87,805.':' <br />Acireement for Use of Rice Lake Park Bldq (Cub Scout Pack #151) <br />Agreement for Use of Rice Lake Park Bldg (Cub Scout Pack. "':''^) <br />I.._et.ter to James Brevig (Claim for Leqal Expenses) <br />Rice Lake Meadows 3rd Addition (Letter of Credit Reduction) <br />All. aye. Motion Carried. <br />Ler-oU: made motion, Barnes seconded, to table approval of the Council <br />minutes for November S. 1995 for resubmittal after changes are made. <br />All. aye. Motion Carried. <br />MINOR SUBDIVISION (S1"EDT} <br />Dean and Rosalie Stedt. 7416 132nd Street, and Lorraine St. Sauver, 1812 <br />Birch St, W8L, MN., have applied to subdivide a 20 -acre parcel into one <br />1_'.1 -acre parcel and one 6.9 -acre parcel, all located in the SW 1/4 of <br />Section 27, T31N, R21W. Though the 6.9 -acre parcel proposed does not meet <br />the standards of the City's zoning ordinance, the Planning Commission <br />recommended approval of the subdivision since the two parcels are already <br />geographically separated by a separate .30 -acre parcel owned by the <br />applicants. The PC recommended approval of the subdivision at their <br />meetinq of November 15, 1995, subject to the condition that Parcel C (6.9 <br />i cres) be adjusted to include 200 ft of road frontaae on 1.=2nd Street. <br />The property line between Parcels B and C to be adjusted to provide a <br />total of 10 acres for Parcel C, and waiver of the parkā¢:.1and dedication fee. <br />Miron made motion. LeroUX seconded. directing the Cit -v Attorney to prepare <br />z:. Findings of Fact to permit a variance for road frontage and an Agreement <br />to limit the future housing density for 1=.1A parcel to one Unit. <br />All aye. Motion Carried. <br />APPLICATION FOR SNOWMOBILE ROUTE <br />The Washington County Star Trail Association applied for Use of the County <br />trail. right-of-way adjacent to TH 61 from CR 8 north to Forest Lake <br />
