City Council meeting of November 20. 1995 <br />Page 2 <br />Township as a snowmobile route. Their application is in compliance with <br />Hugo City Code, Chapter 180-10, except that an operations and maintenance <br />plan was not provided by the Association. In addition, the map provided <br />by the Association for the trail system in Huqo includes the section of CR <br />BA between TH 61 and Goodview Avenue, which was recently improved by the <br />addition of curb and gutter, and sidewalk:. This section of BA is not <br />currently a permitted snowmobile route approved by the City. Nora <br />Gallmeyer and Pat Goulette appeared before the Council stating actions the <br />Club has taken to obtain approval of landowners for the use of 130th <br />Street as a trail to TH 61. <br />Leroux made motion, Miron seconded, that a letter be forwarded to <br />Washington Council stating that the City of Hugo has no objection to the <br />use of the County Trail right-of-way from CR 8 to the north County line by <br />snowmobilers durinq the 1995/96 winter season. The preferred alternative <br />for routing snowmobile traffic from CR 8A to the County trail shall be <br />over Egg Lake on the "sumac trail". <br />VOTING AYE: Goiffon, Leroux, Miron <br />VOTING NAY: Barnes and LaValle <br />Motion Carried. <br />BROWN'S CREEK. JOINT POWERS AGREEMENT <br />With Washington County Commissioner, Dennis Hegberq, present, the Council <br />reviewed the proposed amendment to the Joint Powers Agreement establishing <br />the Brown's Creek WMO. The amendments provide greater authority to the <br />Organization to undertake improvement projects, and provides the <br />Organization authority to levy ad valorem property taxes. The City <br />Administrator and Attorney agreed that the Agreement was "too preliminary" <br />and required additional wort:.. <br />Miron made motion, Goiffon seconded, directing City staff to prepare a <br />letter to the BCWMO on the proposed Joint Powers Agreeement, and present <br />it to the Council for approval at their meeting of December• 4, 1995. <br />All aye. Motion Carried. <br />DEVELOPMENT AGREEMENT (WOODS OF' BALD EAGLE) <br />The Council reviewed the proposed Development Aqreement between the City <br />of Hugo and Grace Development Corporation for the subdivision known as the <br />Woods of Bald Eagle. After a lengthy discussion of the Agreement, and <br />requested changes, the following motion was made: <br />Barnes made motion. LaValle seconded, to approve the Development Agreement <br />for the subdivision known as WOODS OF BALD EAGLE, between the City of Hugo <br />and Grace Development Corporation, as amended. <br />All aye. Motion Carried. <br />FINAL PLAT_ WOODS OF BALD EAGLE) <br />LaValle made motion, Goiffon seconded, to approve the final plat of WOODS <br />OF BALD EAGLE, subject to changing the name of 127th Street/Europa Avenue <br />to Europa Blvd. <br />All aye. Motion Carried. <br />
