MINUTES <br />HUGO PLANNING COMMISSION <br />April 24, 2014 <br />Call to Order <br />Chairman Gwynn called the meeting to order at 7:00 pm. <br />PRESENT: Arcand, Gwynn, Kleissler, McRoberts, & Lessard <br />ABSENT: Rosenquist & Knauss <br />ALSO PRESENT: Rachel Juba, Planner <br />Connor Schaefer, Community Development Intern <br />Approval of Minutes <br />Arcand made motion, McRoberts seconded, to approve the Planning Commission minutes of <br />March 13, 2014. <br />All Ayes, motion carried. <br />Hugo Senior Housing Community — Site Plan <br />Planner Rachel Juba, presented on the site plan for Hugo Senior Housing Community facility <br />developed by National Senor Housing Services, LLC. The applicant is requesting approval of a <br />site plan for a 100 unit, three story, and 99,200 square foot senior housing facility on a 5 acre <br />parcel. The proposed site plan is located on a proposed lot within the plat for LaValle Fields. The <br />property is located west of Lions Parks with access off of Finale Avenue across from 146th <br />Street. The applicant is showing future phases on the site plan. Each addition will be required to <br />formally apply for site plan approval for consideration by the Planning Commission and City <br />Council. The proposed site is zoned Planned Unit Development (PUD). <br />Juba presented on topics regarding building setbacks, height, coverage, parking, landscaping, <br />lighting, fencing and screening, streets and access, trails, building architecture, signage, draining <br />and grading, utilities, wetlands, and park dedication. <br />Juba mentioned the City Code only has requirements for nursing homes and does not provide <br />guidance for parking requirements for a senior housing facility that has various levels of care. <br />The applicant is proposing to satisfy the parking requirements with a combination of above <br />ground and below ground parking. Staff was comfortable with the way the applicant calculated <br />the parking. <br />The proposed monument and wall sign details were not provided in the site plan. The City will <br />ensure that they comply with the sign ordinance. <br />
