MINUTES <br />HUGO PLANNING COMMISSION <br />October 9, 2014 <br />Call to Order <br />Chairman Gwynn called the meeting to order at 7:00 pm. <br />PRESENT: Arcand, Gwynn, Kleissler, & Rosenquist <br />ABSENT: Knauss, McRoberts, Lessard <br />ALSO PRESENT: Rachel Juba, Planner <br />Connor Schaefer, Community Development Intern <br />Approval of Minutes <br />Rosenquist made motion, Arcand seconded, to approve the Planning Commission minutes of <br />June 26, 2014. <br />Ayes: Arcand, Gwynn, & Rosenquist <br />Abstentions: Kleissler <br />Motion carried. <br />Patrick Rooney - Minor Subdivision for 12548 Keller Avenue North <br />Community Development Intern, Connor Schaefer, presented on the Patrick Rooney's minor <br />subdivision application. <br />The applicant is requesting approval for a minor subdivision to subdivide a 20 acre parcel into <br />two 10 acre parcels for his property located at 12548 Keller Avenue North. The property is <br />located in the Agricultural (AG) zoning district and is guided Agricultural in the 2030 <br />Comprehensive Plan. The site is flat and the Brown's Creek Watershed District stated that they <br />do not have any information that would indicate the need for a wetland, lake, or stream buffer on <br />the property. <br />Schaefer presented on the application based on the following subjects: Lot Size, Shoreland, <br />Utilities, Grading, Street Access, and Park Dedication. The applicant's proposal complies with <br />the Agricultural zoning district lot size requirements and the proposed building sites and septic <br />areas would comply with the shoreland ordinance. Staff recommends approval of the minor <br />subdivision for the property located at 12548 Keller Avenue North, subject to the conditions <br />listed in the draft resolution to the Planning Commission. <br />The applicant, Patrick Rooney of 13033 McKusick Rd N, Stillwater, addressed the Commission. <br />He asked for further explanation on the City's park dedication fee requirement for subdivisions. <br />The applicant also asked if he was responsible for grading and applying for a building permit, <br />
