MINUTES <br />HUGO PLANNING COMMISSION <br />September 13, 2012 <br />Call to Order <br />Chairman Gwynn called the meeting to order at 7:10 pm. <br />PRESENT: Arcand, Gwynn, Kleissler, Rosenquist <br />ABSENT: Knauss, McRoberts <br />ALSO PRESENT: Bryan Bear, City Administrator <br />Liz Hanson, Community Development Intern <br />Approval of Minutes <br />Rosenquist made motion, Kleissler seconded, to approve the Planning Commission minutes of <br />August 9, 2012, with revisions. <br />All Ayes, motion carried. <br />LaValle Properties — Concept Plan <br />Community Development Intern, Liz Hanson, presented to the Planning Commission the <br />Concept Plan submitted by Bill Lentsch. She presented the topics of general layout, road <br />construction and access, Lions Park expansion, drainage options, and housing types that the <br />Concept Plan was proposing. She stated that the applicant is looking for feedback from the <br />Planning Commission on these topics. <br />Chairman Gwynn asked the applicant if he wished to add anything to Liz Hanson's presentation. <br />The applicant, Bill Lentsch, came up to the podium. <br />Bill stated that he had a couple things to clarify. One being, that the proposed 244 units is the <br />total amount at the completion of the entire development. They are still trying to determine if the <br />storm water pond is an adequate source of storm water management. He still intends to dedicate <br />parkland in lieu of the park dedication fee. His preference for road access to the site would be <br />off of the extension of Finale Avenue connecting with Frenchman Road. <br />Bryan stated that this is just a sketch plan that is being reviewed and therefore staff is looking for <br />feedback from the Planning Commission. They do not need to take any action for this Concept <br />Plan. The plan expects to change as it gets closer to reality. He also stated that the pond system <br />
