It is up to the Parks Commission to decide if there <br />is ways to make it acceptable. There are other ideas and ways in the area to provide storm water <br />management for this development. He stated that staff would like feedback on the possibilities <br />for road access. <br />Corey Brunton, the architect, was invited up to the podium. His intentions behind the design was <br />to blur the lines between park and private development. The location of the pond was done to <br />provide an amenity as well as storm water management. The architecture can be designed to <br />show a theme throughout the residential development and park. <br />Rosenquist asked what the difference between the three buildings is in terms of use. <br />Bill Lentsch stated there was a difference in the services offered. The Assisted Living facility is <br />a memory care, the Congregate Care center is an independent living, and the CommonBond <br />building is an affordable apartment. <br />Corey Brunton added that the size and architecture of these buildings are fairly similar. <br />Arcand asked if the investors for the buildings had their own architectural influence. <br />Bill stated that they do have their own ideas, although the developer will have the control over <br />the overall look. The colors and elements will intend to match and conform to the design <br />guidelines. <br />Rosenquist stated that there is a difference between the development plan and the parks plan in <br />terms of the road access on Fitzgerald Avenue and Finale Avenue. <br />Corey stated that there is a disconnect between both plans because there has not been much <br />collaboration. There are plans to accommodate the road access that is chosen. <br />Bryan stated that is convenient that these plans are coming in at the same time. Things will be <br />worked out to show compatibility between both plans. <br />Arcand asked if there needed to be land acquired to accommodate the proposed extension of <br />Finale Avenue. <br />Bryan stated that the City would need to acquire land. Finale Avenue would need to be <br />improved. Phasing of improvements and phasing of construction are things that need to be <br />thought out through this process. <br />Gwynn stated that 147th Street extension to Oneka Parkway should remain a high priority <br />throughout the review process. <br />Bryan added that 147th Street is planned to extend all the way out to Festival Foods according to <br />the Comprehensive Transportation plan. It is an important piece that is part of the plan. <br />
