Planning Commission Minutes — September 13, 2012 <br />Page 3 <br />Corey added that 147th Street is important to provide access to the site if Finale Avenue plans to <br />be eliminated. <br />Bill stated that he wanted feedback on the overall plan for the site. <br />Arcand stated that the general layout looks good. <br />Rosenquist stated that the idea for a Senior Housing facility is a great idea that is needed in the <br />City. <br />Arcand stated that the extension of Finale Avenue to Frenchman Road is a great idea for access <br />due to the amount of traffic along this road. <br />Gwynn stated that the extension of Finale Avenue would make sense for this proposed <br />development and the proposed development occurring on the Old Lumber Yard site. <br />Rosenquist asked if they cannot have underground parking what they would do with it. <br />Corey responded in saying that he would do some studying to see if it would be possible to lift <br />up the buildings so that they are not within the presence of groundwater. <br />Arcand asked if there are anticipated objections to the proposal from other sources. <br />Bill stated that he has not had any obvious objections yet. He believes that what he is proposing <br />is needed and will offer an affordable option for seniors. <br />Bryan mentioned that there are three different types of housing in this development proposal. <br />Staff would like comments concerning these three different projects. <br />Arcand asked if the CommonBond building will be Section 8 housing. <br />Bill stated that it will not be Section 8 housing. <br />Arcand asked if there was a deal breaker that would end this development proposal. <br />Bill responded in saying that the cost of the project could be a deal breaker. Road construction <br />and park dedication fees could ultimately be too expensive. He would like to receive some <br />financial help from the City if possible. <br />Gwynn asked what the age range will be inhabiting the CommonBond building. <br />Bill stated that it will be a variety in age. <br />Gwynn concluded the conversation by saying that this development will be a great provision for <br />the community, and that the Concept Plan is a great start. Once a definite plan has been <br />established the other issues, such as drainage, will be addressed appropriately by City staff. The <br />
