MINUTES <br />HUGO PLANNING COMMISSION <br />December 7, 2011 <br />Call to Order <br />Chairman Gwynn called the meeting to order at 7:00 p.m. <br />PRESENT: Arcand, Gwynn, Kleissler, McRoberts, Rosenquist <br />ABSENT: Moore <br />ALSO PRESENT: Bryan Bear, Community Development Director <br />Dennis Fields, Community Development Assistant <br />Rachel Juba, Planner <br />Approval of Minutes of October 13, 2011 <br />Arcand made motion, McRoberts seconded, to approve the Planning Commission minutes of <br />October 13, 2011. <br />All Ayes, motion carried. <br />Xcel Enemy — Preliminary Plat, Final Plat, Conditional Use Permit, and Sketch Plan <br />Planner, Rachel Juba, explained the application to the Planning Commission. The property is <br />zoned Business Park (BP) and is currently 68 acres in size. The request is to subdivide into one <br />12.5 acre parcel, and two outlots. Although it is not required, the 8.3 acre Outlot B may be <br />dedicated to the City for parkland. Rachel explained that many of the building items will be <br />determined upon a site plan application. Staff recommended approval of the application <br />requests. <br />Gwynn asked the applicant if they had any questions or comments to add to Staff's presentation. <br />Xcel Energy representatives did not have any additional comments. <br />Gwynn opened the public hearing. <br />Brenda Rustad, 13485 Europa Court N #6, questioned whether or not the use would impact her <br />property values. She also asked staff if the proposed parkland (outlot B) would remain the same. <br />City Administrator, Bryan Bear, answered that he does not see the use affecting property values. <br />The property has been zoned Business Park for quite some time. <br />Rachel explained to the applicant that outlot B is fairly wet and staff did not see any major <br />changes to the property if acquired. <br />
