MINUTES <br />HUGO PLANNING COMMISSION <br />June 10, 2010 <br />Call to Order <br />Chairman Schumann called the meeting to order at 7:00 p.m. <br />PRESENT: Arcand, Gwynn, McRoberts, Moore, Schumann <br />ABSENT: Kleissler, Rosenquist <br />ALSO PRESENT: Bryan Bear, Community Development Director <br />Dennis Fields, Community Development Assistant <br />Rachel Simone, Planner <br />Approval of Minutes of May 27, 2010 <br />Gwynn made motion, McRoberts seconded, to approve the Planning Commission minutes of <br />May 27, 2010. <br />All Ayes, Motion carried. <br />Preliminary Plat and Rezoning for Prairie Village <br />Planner, Rachel Simone, gave the background to the Planning Commission. The request was for <br />a Preliminary Plat and Rezoning of a portion of land north of Heritage Ponds along Oneka <br />Parkway. The Property is currently zoned Future Urban Service and the request is to rezone to <br />R-3 Single Family Residential. The development is expected to create 79 lots and 5 outlots in 4 <br />phases. The first phase being 17 homes. Staff believes that it meets all criteria and recommended <br />approval subject to the findings. <br />McRoberts asked about the timeframe for completion of all phases. <br />Rachel answered that it would be dependant on the market, but they are projecting it to be 2011. <br />Dave Hemple, an independent consultant working for Pratt Homes, further described the project <br />and provided pictures to the Planning Commission of proposed home styles within the <br />development. <br />Schumann stated he was glad to see the photos to get an idea of what the homes would look like. <br />He also added that his only concern would be the lowest floor elevations in that area because of <br />the wetlands and flood plain elevations. <br />Mr. Hemple said that he has a report that shows the soil conditions are very good and <br />engineering was installed with piezometers on site that measure the weekly groundwater <br />elevations. <br />
