MINUTES <br />HUGO PLANNING COMMISSION <br />November 18, 2010 <br />Call to Order <br />Chairman Schumann called the meeting to order at 7:00 p.m. <br />PRESENT: Arcand, Gwynn, Kleissler, McRoberts, Schumann <br />ABSENT: Moore, Rosenquist <br />ALSO PRESENT: Bryan Bear, Community Development Director <br />Dennis Fields, Community Development Assistant <br />Rachel Juba, Planner <br />Approval of Minutes of October 28, 2010 <br />Gwynn made motion, Kleissler seconded, to approve the Planning Commission minutes of <br />October 28, 2010 with this change. <br />All Ayes, Motion carried. <br />Public Hearing — Zoning Map and Ordinance Updates to be consistent with the 2030 <br />Comprehensive Plan <br />Planner, Rachel Juba, gave the background to the Planning Commission. She explained that the <br />Council adopted the 2030 comprehensive plan in March of 2010 and there is a 9 month time <br />period in order to make the zoning ordinance consistent with the comprehensive plan. Rachel <br />Explained the major changes including additions and deletions in the zoning ordinance and <br />performance standards. The Ordinance Review Committee reviewed the changes and <br />recommends approval. <br />Schumann opened the public hearing. <br />Sarah Frederickson, 5955 180th ST N, asked questions about the 2030 land use maps and who <br />gets to decide what gets put there. She expressed concerns about high density residential around <br />Hardwood Creek. She claimed that she was ignored by staff when she called or emailed the City. <br />Community Development Director, Bryan Bear, explained the differences between the land use <br />and zoning maps. He also explained to the audience the comprehensive plan process and the <br />noticing that went out to each of the property owners while the decisions were being made. <br />Patrick Shearen, 14187 Froest Blvd. N, felt that he would have a large financial loss if his <br />property changed from commercial to residential zoning. He wanted to be able to sell his <br />property or put a business there sometime in the future. <br />
