MINUTES <br />HUGO PLANNING COMMISSION <br />August 10, 2006 <br />Call to Order <br />Chairman Schumann called the meeting to order at 7:00 p.m. <br />PRESENT: Bailly, Hoffbeck, Kleissler, Rosenquist, Schumann, Weidt <br />ABSENT: McRoberts <br />ALSO PRESENT: Bryan Bear, Community Development Director (CDD) <br />Kendra Lindahl, Planner <br />Rachel Simone, Community Development Intern (CD Intern) <br />Minutes of July 27, 2006 <br />Bailly made motion, Hoffbeck seconded, to approve the Planning Commission minutes of July 27, 2006, <br />as amended by Hoffbeck. <br />All ayes. Motion carried. <br />Bald Eagle Sportsman's Association CUP Amendment <br />The Commission considered an amendment to the Conditional Use Permit (CUP) for The Bald Eagle <br />Sportsman Association (BESA) to allow construction of an 18' X 18' bathroom facility with a 2,000 <br />gallon holding tank. BESA currently has a conditional use permit to operate a gun club on property <br />located at 6557 125th Street. <br />CD Intern explained how the BESA met the requirements for the CUP amendment. Condition 20 of the <br />existing Conditional Use Permit references Exhibit A which is a site plan dated March, 2003. The <br />Association would like to amend this condition to reference a revised site plan showing a future <br />bathroom facility. Porta -potties located southeast of the range office are currently being used by BESA. <br />The porta-potties are not shown on the existing site plan. The Club would like to remove the porta- <br />potties and construct a permanent bathroom facility with a holding tank to be located in approximately <br />the same location. Washington County Department of Public Health and Environment is the permitting <br />authority for septic systems in the City of Hugo. The County has approved the permit for the 2,000 <br />gallon holding tank for BESA. The City of Hugo is not aware of any violations of the existing <br />conditional use permit. One of the conditions in the existing permit states that it shall be reviewed prior <br />to December 1 st of the even -numbered years, or if the CUP is amended or violated. The City finds <br />BESA to be in compliance with the Conditional Use Permit. <br />Schumann stated that this amendment to the CUP looks straight forward. <br />Schumann opened the public hearing. There were no comments and Schumann closed the public hearing. <br />Hoffbeck asked about the abandoned holding tank on the new site plan and what was going to be done <br />with that. <br />
