Planning Commission Minutes — August 10, 2006 <br />Page 2 <br />CD Intern stated that the abandon holding tank is planned to be removed. <br />Bailly stated that the new bathroom facility is an upgrade to the facility. <br />Rosenquist made motion, Bailly seconded, to approve the amendment to the Conditional Use Permit for <br />the Bald Eagle Sportsman's Association. <br />Ayes: Bailly, Kleissler, McRoberts, Rosenquist, Schumann, Weidt <br />Abstain: Hoffbeck <br />Motion carried. <br />Victor Gardens North Village 4th Addition Preliminary Plat and PUD for Postal Credit Union <br />The Commission considered the Victor Gardens North Village 4th Addition Preliminary Plat and PUD <br />for Postal Credit Union located on the southwest corner of Victor Hugo Boulevard and Rosemary Way. <br />The applicant requested approval of a Preliminary Plat and PUD General Plan to construct a 5,000 <br />square foot bank with drive-through tellers on a 1.62 acre lot with a 4.25 -acre outlot on the 5.88 -acre <br />site. <br />The Planner explained the applicants are proposing to construct a Postal Credit Union bank that includes <br />4 drive-through teller lanes and a drive -up ATM machine on the 1.62 -acre commercial lot. The bank <br />will be served by the private drive that will be constructed between Victor Hugo Boulevard to Elmcrest <br />Avenue as part of the development of the Kwik Trip. The site is ready to be developed with PUD <br />flexibility. Some of the flexibility includes 25 parking spaces verses the required 33, the stacking of the <br />bank drive thm to be 110 feet verses the required 180 feet, and the allowance of 2 wall signs instead of 1. <br />The landscaping exceeded the city's requirements and the architecture is going to be brick with precast <br />stone. There will be pedestrian access to the bank and the Planner suggested more sidewalk space and <br />changed orientation of the side walks. The Planner questioned the position of the ATM, but stated it was <br />acceptable. The resolutions are changed to state they will construct the road. Generally they are in <br />compliance with the PUD requirements and staff recommended approval. <br />Schumann asked if the structure met the City's architectural standards. <br />The planner stated that it is not far from the City's standards and that staff would continue to work with <br />the applicant on the architecture. <br />The applicant Matt Alexander from POA Scherer was present and stated that his company is excited to <br />bring the Postal Credit Union to Victor Gardens. They have worked with architects and staff on the <br />architectural features to make it meet the standards of Victor Gardens. <br />Bill Hickey the project architect from Collaborative Design Group was also present at the meeting. He <br />talked about the architecture being brick and precast concrete and brought in a board with building <br />materials on it to show the Commission. <br />Hoffbeck asked why the ATM was placed at the end of the first drive in stall. <br />Hickey stated that there is now a change in plans and the ATM is located in the last drive in stall. He also <br />talked about signage being on the West and South Elevations of the building and not towards the <br />
