Planning Commission Minutes — April 28, 2005 <br />Page 3 of 5 <br />Motion carried. <br />Schwieters Properties Site Plan <br />The Commission considered the application of Schwieters Properties for site plan approval to <br />allow for the construction of a 45,000 square foot building on Lots 4 and 5, Block 1 of Bald <br />Eagle Industrial Park, 3rd Addition. The building would be located directly south of the three <br />existing Schwieters buildings and would be intended primarily for storage of lumber and other <br />materials currently being stored at the former Interstate Lumber site on the southwest corner of <br />TH61 and 140th Street North. Construction on the site will also include the installation of a <br />railroad spur. The CDD explained that the railroad spur would be a team track that can be used <br />for unloading of materials for Schwieters as well as other businesses in the City. <br />Schumann asked if there was a road to be constructed to the spur and who would pay for it. The <br />CDD explained that the entrance would be off the existing cul-de-sac and Schwieters would <br />construct the driveway. It would be maintained in agreement with the railroad, Schwieters <br />Properties, and the City. <br />The CDD pointed out that additional landscaping needed to be added and the exterior storage on <br />the existing Schwieters' site was not adequately screened. Materials stored on the site are <br />stacked extremely high, making it a challenge to screen. <br />Schumann wondered if the site could be screened by conifers planted near the highway which <br />would be in the line of site from roadway traffic. <br />Rosenquist questioned whether planting in the railroad or highway right-of-way would be <br />permitted. <br />McRoberts said that allowing the exterior storage without the required screening would be setting <br />a bad precedence, and the City needed to ensure compliance with the ordinance. <br />Schwieters was currently using the track located at the former Interstate Lumber site and was also <br />storing materials there. They would like to terminate that and use the proposed team track and <br />the building. When the interior storage reaches capacity, they would store materials outside and <br />construct the screening at that time. It was anticipated they would reach building capacity in a <br />few years. <br />Rosenquist said the exterior storage was very visible and they should not wait two years to <br />screen. Something should be done in the interim. <br />
