Planning Commission Minutes — April 28, 2005 <br />Page 4 of 5 <br />Hoffbeck asked about how the railroad spur would be constructed and how the public would <br />have access. <br />The CDD explained that the tracks would be installed by a contractor through Minnesota <br />Commercial Railroad and Schwieters Properties would dedicate an easement for access to the <br />railroad spur. <br />Weidt said he felt the screening should be brought into compliance. <br />Bailly questioned the impacts to the wetlands. <br />The CDD said the City was working with all agencies involved with the wetland and it would be <br />a conditional of approval. <br />Brenda Kunkel, representative for Schwieters, explained they had been working on the <br />agreement for the team track for the last few years and they need to move out of the Interstate <br />Lumber site. She said Schwieters Properties was looking into different types of screening. <br />Schumann suggested they come up with a tentative plan and provide some escrow to ensure it <br />would be done. <br />Hoffbeck said she would like to see a plan of the whole campus showing the entire screening <br />area. <br />McRoberts made motion, Rosenquist seconded, to table the request to allow the applicant to <br />work on a plan to screen the whole exterior storage area <br />All Ayes. Motion carried. <br />Miscellaneous <br />McRoberts referred to previous discussions regarding the Victor Gardens North development. <br />One of the conditions added by the Planning Commission was that anyone buying a home in the <br />area be advised that agricultural zoning existed on adjacent properties and what types of uses <br />were permitted there. McRoberts was disturbed by the fact that the condition was deleted by <br />staff without consulting the Commission and asked that it not happen again. <br />The CDD apologized and said the condition was part of the plat approval. He stressed it was not <br />staff's intention to do things differently than what is intended by the Planning Commission. <br />Many items are discussion topics and are not included in the motions. <br />
