Planning Commission Minutes — March 11, 2004 <br />and south of the existing Beaver Ponds development off 130th Street. <br />The Commission had tabled this item at its last meeting to address concerns of adjoining <br />property owners. Of concern was the lack of a second access to the development, speed <br />and volume of traffic on Flay Road, safety at the intersection of Highway 61 and 130th <br />Street, and soccer field parking issues. <br />At its March 10 meeting, the Parks Commission had considered the residents concerns <br />regarding the soccer field. Though they made no recommendation for the design of the <br />park, they indicated they would work with the White Bear School District regarding the <br />scheduling of the fields, consider providing additional trash receptacles, and consider no <br />parking signs on one side of Flay Road. <br />The Planner informed the Commission that, while the intersection of 130th Street and <br />Highway 61 did warrant improvements, MN DOT had denied funding until the CSAH 8 <br />alignment was finalized. The City would seek cooperative funding next year for the <br />intersection. She also explained that the proposed plat did meet all the ordinance <br />requirements. <br />Schumann asked if the Commission had any concerns about the bump -out. His feeling <br />was that the design of that portion of the street would make difficult it to plow. <br />Len Pratt was present representing Developer John Peterson. He explained that the <br />bump -out provided road frontage for another lot. He pointed out that the lots in question <br />were the larger lots of the plat but had limited road access without the bump -out. <br />The Commission suggested moving the road further to the east. Engineer Derrick Passe <br />explained that the elevation of the property would make it difficult to do so. <br />Kevin Peltier, 13094 Goodview Avenue North, explained that he owned the property to <br />the east of the site, and he was concerned about having the same issues with the proposed <br />development as he did with the Wilderness View Development, specifically trash and <br />construction debris left on his property. <br />Darin Carlson, 12808 Fondant Avenue North, said it looked like progress was being <br />made to address the concerns of the residents, and it was encouraging to see that there <br />was the possibility of a future outlet to the south. Carlson said he felt the parking lot <br />should be addressed when the roads were being constructed. <br />McRoberts said he felt the demand for playing fields was so great that it was unlikely that <br />the White Bear Recreation Department would look favorably on staggering games. <br />Holly Ebent, 5765 128th Street North, asked what the plans were for the golf course; was <br />it was going to be developed? Schumann responded that there was nothing proposed. <br />Ebnet stressed that the parking lot for the soccer fields should be a high priority. <br />Pat Aden, 12852 Fondant Trail North, said she was pleased to see that the issues <br />regarding the park were being addressed, and she encouraged the City to continue to <br />
