Planning Commission Minutes — March 11, 2004 <br />approach MN DOT for the light on 130th Street and Highway 61. <br />Brett Tyren, 12821 Fondant Trail North, said that many residents were concerned about <br />the speed and increased traffic in the development and suggested crosswalks be installed. <br />Hoffbeck asked about MN DOT funding for the stoplight and questioned what type of <br />study had been done. The Planner indicated that a traffic study had been done for MN <br />DOT to consider, and the light was warranted but funding was not available. <br />Bailly said she would like to see parking only on one side of Flay Avenue. Bailly was <br />present at the Parks Commission meeting and said the Commission indicated they would <br />talk to the Recreation Department about the scheduling of events at the park and they <br />asked the residents to note when parking and traffic was at its worst. The Public Works <br />Director indicated that he would visit the site as well. <br />Kleissler said she felt the parking was a major concern and should be made a priority. <br />Malaski also had issues with the parking as well as the proposed bump -out. <br />The Planner reminded the Commission that the City could not make a developer <br />responsible for a park on another development and that the soccer fields had been paid <br />for by the White Bear Recreation Department. <br />Rosenquist said he would like to see something different done with the bump -out to make <br />it more maintainable and asked the engineer, Derrick Passe, to consider it. Passe <br />indicated that he would work with the City to consider options. <br />Hoffbeck said there should be effort to seek funding for the parking lot, and agreed with <br />other Commission members that parking should be allowed only on one side of the street. <br />She also said she felt the bump -out should be refined and the builder should be <br />encouraged to protect adjoining property owners. <br />Malaski asked if there was an escrow to ensure issues to adjacent properties were <br />corrected. The Planner indicated that there was an escrow required as part of the <br />development agreement and the City now had additional staffing to address these types of <br />issues. <br />McRoberts said he considered it a privilege to have the parks and soccer fields located in <br />Hugo. He had concerns about the lack of an additional access and would like to see the <br />bump -out eliminated. <br />Mr. Tyren inquired what the legalities were if neighbors were to assist in creating a <br />temporary parking lot. Schumann said materials could be donated but there would be <br />liability issues with working on the site. <br />Pratt indicated there were issues with the location of the proposed parking lots. The north <br />lot was within a floodplain easement, and the south lot was 1-2 feet below street grade. <br />Pratt suggested construction of a gravel parking area when the streets were being <br />
