Planning Commission Minutes — May 27, 2004 to remove the sign unless there was a contractual agreement between the owner and applicant. The Commission agreed that the sign ordinance needed to be revisited and possibly amended in accordance with the downtown redevelopment plan. McRoberts made motion, Kleissler seconded, to recommend approval of the Conditional Use Permit for New Life Church for an off site sign. All Ayes. Motion carried. St. John's Church Site Plan for Pavilion The Commission considered the application of St. John the Baptist Church, 14383 Forest Boulevard, for site plan approval to allow the construction of a pavilion adjacent to the east parking lot. The pavilion would be 70 feet long by 36 feet wide to be used for church gatherings. Mike Gibbs, representing the Church, explained that it would be a wood structure with a metal roof. The Commission agreed that it would be a welcome addition to the church facility. In the absence of Commissioner Malaski, Chair Schumann asked if there would be any landscaping around the pavilion. The Church had no plans to landscape at this time. McRoberts made motion, Bailly seconded, to recommend approval of the site plan for St. John the Baptist Church. All Ayes. Motion carried. Draft Resolution Regarding Meeting Adjournment Times After much discussion at previous meetings regarding the adjournment time, the Community Development Director drafted a resolution establishing rules governing the length of Planning Commission meetings. The Commission discussed several possibilities to keep meetings under three hours such as better audience/speaker management with the use of sign up sheets and limited speaking time, informing the public of meeting procedures, and better scheduling by staff of public hearings. They also discussed ways to handle those meetings which were clearly not going to adjourn by 10:00 pm. Some suggestions were to begin meetings earlier, avoid beginning -2-
