Planning Commission Minutes — October 28, 2004 <br />answer questions. <br />Corliss said the school was expected to be completed in June or July of 2006 with occupancy <br />September 2006. Corliss showed on the plat where the paths and floating bog walkway would be <br />which would provide a site for environmental studies. <br />Anderson explained that the walk would be constructed of a plastic composite with a foam core <br />that was very durable. <br />Corliss pointed out where the ball fields were located and explained that it would be <br />approximately a 1 %2 block walk for the students. <br />Holm pointed out where the entry and exit points of the building were and where the bus drop off <br />was to be located. The primary parking lot is located south of the building with access to Heritage <br />Parkway. A bus loop along with a small parking area is provided to the north of the building with <br />access to Oneka Parkway. The CDD had explained that the City was working with the developer <br />regarding traffic flow issues. <br />Malaski asked about the special education program and Corliss said there was a special education <br />department but they were not scheduled to have the Centerbase Program at that school. <br />It was indicated that for the safety of the children there would be limited plantings of shrubs <br />around the school. Malaski asked if there would be other decorative plantings. Anderson <br />explained that they would be planting native grasses because they would be low maintenance <br />compared to other plantings. <br />Schumann asked if they knew what the SAC charges were going to be. Holm said there would be <br />a maximum of 900 students and he was not sure what formula the Metropolitan Council used. <br />Hoffbeck and Kleissler had concerns about the parking for school events and the distance between <br />the parking and the Kindergarten classrooms. Corliss showed where additional parking would be <br />and acknowledged that there would be rare occasions where parking would be difficult. He also <br />explained the school's desire to keep the younger students in their own space, separated from the <br />older students. <br />The Commission asked about turn lanes into the school and if traffic control infrastructure was <br />going to be installed. The CDD explained that there would be turning lanes on Oneka Parkway <br />but no plans to install signals at this time. <br />Corliss explained he had been studying the projection of homes and children in Hugo and pointed <br />out on the site plan where there was room for a small expansion onto the school if needed in the <br />future. <br />The Commission asked about noise from the school extending into the neighborhood and the <br />traffic noise into the school. Holm said there would be limited glass on the east side by Oneka <br />
