Planning Commission Meeting January 23, 2003 - page 2 <br />Marvin DeJear from Koch Pipeline Company spoke regarding the pipeline right-of-way. DeJear <br />said he saw no problems with the proposed plat. <br />Rosenquist made motion, Peltier seconded, to recommend approval of the plat for Bald Eagle <br />Industrial Park 5th Addition. <br />All Ayes. Motion carried. <br />Downtown Redevelopment <br />The Planning Commission discussed the City's downtown development and redevelopment plans. <br />To assist in the discussion, staff had invited Steven Quam from Quam Sumnicht and Associates, <br />Inc. QSA specializes in helping communities understand and implement redevelopment projects. <br />The Community Development Director and Chairman Dave Schumann recapped past City <br />initiated projects that involved discussions about the redevelopment of the downtown area. The <br />downtown area was considered during discussions about the City's Comprehensive Plan in 1991 <br />and again in 1996. Also, in 1998 the City completed the Redevelopment Strategy for Downtown <br />Hugo and the Hugo Vision Document completed in 2002. <br />Mr. Quam explained the need to be proactive and consider what the market will give you. Quam <br />said the market demand was an asset as well as a potential danger; the City could get what it <br />doesn't want. <br />The Commission that there were many unresolved issues regarding the future of CSAH8 and <br />TH61. <br />Jim Kellison said TH61 through White Bear Lake and Forest Lake would never be a four -lane <br />highway, and the City had no reason to believe there would ever be four lanes through Hugo. <br />Kellison said he felt the City should come up with a plan and present it to MN DOT. He also <br />pointed out that high-speed light rail was possible and the City could consider the need for <br />parking and creating a walkable village community. <br />The Commission scheduled a meeting on Saturday, February 1, 2003 at 9:00 am at City Hall to <br />begin discussions on downtown redevelopment. <br />Adjournment <br />McRoberts made motion, Peltier seconded, to adjourn at 8:50 p.m. <br />All Ayes.
