Planning Commission Meeting February 13, 2003 - page 3 <br />applicable ordinance requirements, including setback requirements. <br />Staff found the display of a model home would be accessory to the primary use of the property, which <br />is a module home manufacturing business, and would be a permitted use provided a site plan is <br />reviewed and approved by the City Council. <br />Ron Nieberg from Minnesota Union Builders was at the meeting to answer questions. <br />Schumann asked if the building would be on permanent footings. Nieberg replied that the building <br />would be on piers to stabilize it and would not be on a continuous foundation. Rosenquist said he <br />would like to see it inspected by the Building Inspector to ensure the piers and tie downs comply with <br />the building code. <br />McRoberts asked it the structure would change from time to time. Nieberg said they would be <br />changing the home about once a year but the size would remain the same. <br />Rosenquist suggested a condition be added to require the structure be removed should the present <br />owner vacate the building. <br />Kleissler asked if they would be doing any landscaping around the structure and Nieberg said they <br />would. <br />Rosenquist asked if there would be lightning and Nieberg said there may be but it would be subtle. <br />Kleissler asked if the hours of operation would change and Nieberg said they might be open as late as <br />9:00 pm. <br />Schumann asked if the Certificate of Occupancy would apply. The CD Director said it would be <br />inspected by the State since it was a modular type home. <br />Kleissler asked what utilities would be used. Nieberg said that the home would be up to code but they <br />would only utilize electric. <br />McRoberts made motion, Peltier seconded, to recommend approval of the site plan as recommended <br />by staff, with the addition of the following conditions: <br />1. Appropriate building permits shall be issued for footings, tie -downs, and electrical work. <br />2. The model home shall be removed when the current owner vacates the building. <br />3. Fixtures for utilities will be installed to building codes standards but only electric will be <br />utilized. <br />4. The model home shall be closed from 9:00 pm to 8:00 am. <br />All Ayes. Motion carried. <br />
