Planning Commission Meeting February 13, 2003 - page 2 <br />to either pay a cash escrow for the future road and utility improvements, or enter into an <br />assessment agreement for the future improvements. <br />Gerald Hauble, neighbor and brother to Don Hauble, was present at the meeting. Schumann <br />asked him which he preferred, private septic or to hook up to the City sewer. Hauble said he <br />couldn't answer that without consulting his brother. <br />Rosenquist made motion, McRoberts seconded, to recommend approval of the lot split. <br />Schumann made a friendly amendment asking to see a future assessment agreement. <br />All Ayes. Motion carried. <br />Tom Jackson — Minor Subdivision (Lot Split) Bald Eagle Industrial Park <br />The Commission held a public hearing to consider the request of Tom Jackson and Judy Marier, <br />21262 Floral Bay N., Forest Lake, for approval of a lot split to subdivide a 6.4 parcel into two <br />lots. One parcel would be 2.26 acres and the other would be 4.14 acres. The front lot would <br />receive access from Fenway Boulevard and the rear lot would receive access from the new street <br />on the adjacent City property. <br />Jackson planned on developing the site as a campus development with shared on-site facilities. <br />On June 17, 2002, the City Council approved a site plan and campus development for Stockness <br />Construction and Tom Jackson on the subject property for the construction of a 19,200 square foot <br />building on the parcel adjacent to Fenway Boulevard and a campus development to the rear of the <br />property. Jackson was requesting to split the lot in order to construct the building and separate the <br />rear property for a second phase. Staff indicated that the campus development would be subject to <br />a separate site plan review. <br />Schumann opened the public hearing but there were no comments. Schumann closed the public <br />hearing. <br />Schumann was concerned about creating a landlocked parcel should the road not be built. The <br />CD Director stated that should the road not be built, access would be provided through the other <br />lot as a shared access. <br />McRoberts made motion, Peltier seconded, to recommend approval of the lot split subject to the <br />conditions in the draft resolution prepared by staff. <br />All Ayes. Motion carried. <br />MN Union Builders Site Plan for Accessory Building <br />The Commission considered the request of Minnesota Union Builders, 13285 Fenway Boulevard <br />North, to display a model home on their industrial property located in the Bald Eagle Industrial Park, <br />which would allow potential buyers to view the type of home produced by them. The model home <br />would not be inhabited and would be changed from time to time. The home would meet all <br />
