MINUTES <br />HUGO PLANNING COMMISSION <br />March 13, 2003 <br />Call to Order <br />Chairperson Schumann called the meeting to order at 7:05 p.m. <br />PRESENT: Bailly, Kleissler, Malaski, Peltier, Rosenquist, Schumann <br />ABSENT: McRoberts <br />ALSO PRESENT: John Rask, Community Development Director <br />Michele Lindau, Planning Commission Secretary <br />Minutes of February 13, 2003 <br />Peltier made motion, Bailly seconded, to approve of the minutes of February 13, 2003, as <br />submitted. <br />All Ayes. Motion carried <br />Increase in Parkland Dedication <br />The Planning Commission held a public hearing to consider a change to the City's parkland <br />dedication requirements. The proposed change would increase the dedication requirement from <br />seven percent to 10 percent of the net buildable acreage of a residential plat. <br />The Community Development Director explained that the Parks Commission is recommending <br />that the City Council increase the dedication requirement and that the change is consistent with <br />the City's Parks Plan dated March 1998. The City's Park Plan identifies the need for an <br />additional 185 acres of parkland consisting of neighborhood parks and community parks <br />In order to fully implement the Parks Plan, the Parks Commission had recommended that the <br />amount of dedication be increased to 10 percent. The CD Director explained that recent <br />legislation requires cities to account for and justify the basis for all fees charged for new <br />development. <br />The CD Director explained that the land dedication and park fees cover the City's cost in <br />acquiring land, but not the cost to develop the land with recreational facilities. Grants, other City <br />funds, and other levels of government (regional or state) have provided land and money for <br />acquisition and development of the park and open space system. The taxpayers of the community <br />will be responsible for the ongoing maintenance cost of the park system. <br />
