Planning Commission Meeting May 22, 2000- page 3 <br />McRoberts made motion, Bailly seconded, to approve the amendment to the conditional use permit to <br />allow 12 days of rodeos. <br />All Ayes. Motion carried. <br />Malmstrom CUP for Home Occupation <br />The Planning Commission held a public hearing to consider the request of Walter and Nancy <br />Malmstrom, 16011 Harrow Avenue North, for a conditional use permit to teach art lessons in their <br />home and detached garage. Ordinance requires a conditional use permit for a home occupation to <br />be conducted in an accessory building in the agricultural zoning district. <br />Malaski asked if businesses other than teaching art lessons could be conducted from the building <br />in the future. The Community Development Director said the conditional use permit would be <br />specific to the teaching of art lessons. <br />Schumann opened the public hearing. <br />Nancy Malmstrom, the applicant, said she taught art in Mahtomedi and White Bear for years. <br />Malmstrom said there would usually be between three to five students there at one time. She said <br />there would never be more than nine students at one time and she does understand the traffic <br />issues with cars coming and going. Malmstrom explained that she would teach 1/2 hour lessons <br />in the morning and afternoons about three days per week, Monday through Friday. <br />There were no other comments and Schumann closed the public hearing. <br />The Commission and Malmstrom discussed the hours and agreed to the hours of 9 am to 5 pm and <br />a limit of ten students. <br />The Commission said the hours, days, and number of students should be clarified in the permit. <br />Malaski made motion, Peltier seconded, to recommend approval of the conditional use permit for <br />16011 Harrow Avenue North with the permitted hours, days, and number of students stated on it. <br />All Ayes. Motion carried. <br />Emmerich Development PUD and Preliminary Plat for Diamond Point <br />The Planning Commission held a public hearing to consider the request of Emmerich <br />Development Corporation, 1875 Station Parkway, Andover, for a comprehensive plan <br />amendment, rezoning, PUD general plan and preliminary plat for 125 single family detached <br />homes and 2 outlots in "Diamond Point East" and 50 single family detached homes and 3 outlots <br />in "Diamond Point West". The comprehensive plan amendment is requested to include <br />
