Planning Commission Meeting May 22, 2000- page 4 <br />approximately 59 acres east of Goodview Avenue in the Metropolitan Urban Service Area <br />(MUSA). <br />The City Planner presented the plat to the Commission. <br />Schumann opened the public hearing. <br />Mike Gair, Land Planning and Site Design; Mike Quigly, Project Manager; and Larry Olson, Civil <br />Engineer from Emmerich Development, were present at the meeting. <br />Gair explained that MUSA services were available for the eastern portion of the site, and that they <br />have secured the property to the west, which made it financially and technically possible to <br />develop the property. Gair explained the phasing of the project, saying they would work on water <br />management issues, reconstruction of the road, and earth movement prior to construction of the <br />homes. <br />John Waller, 14010 Homestead Avenue North, was there representing his mother Margaret <br />Waller, 14310 Homestead Avenue North. Waller said they felt the project was premature because <br />no one has discussed the ditch issue. The Wallers were concerned that additional homes would <br />increase runoff due to more impervious surface. <br />Florence Meyer, 6358 145th Street North, said she felt it was inconsistent with the comprehensive <br />plan because the plan states the Urban Reserve District would not be developed until 2015. <br />Meyer was concerned about the increase in traffic on 145th Street North during the time <br />Goodview would be under reconstruction. She was also concerned that the wildlife would be <br />disturbed. <br />Dean Zerwas, 6732 Egg Lake Road, asked if sewer and water would be installed along Goodview <br />Avenue when the street was improved. The Community Development Director said that the <br />sewer is scheduled to go north from the development site, and the sewer is to go to the south for <br />the properties south of the site. <br />Jim Anderson, 6191 144th Street North, was concerned about the amount of traffic that would be <br />directed to 147th Street North. <br />Mark Mathias, 6131 144th Street North, said he moved to Hugo three years ago and was not <br />happy with the potential increase in noise and pollution. <br />Marshall Langemo, 6151 144th Street North, asked if they had given any consideration to <br />extending Goodview Avenue to the north. <br />The Commission discussed the construction traffic that would travel through the residential area. <br />Waller commented on the dangerous intersection of CSAH 8 and Goodview Avenue North. <br />
