Planning Commission Meeting June 12, 2003 - page 2 <br />Generation Acres <br />The Planning Commission held a public hearing to consider the request of Generation Land LLC, <br />1902 5th Avenue South, Anoka, for preliminary plat and site plan approval for "Generation <br />Acres" consisting of 42 townhome lots for property located north of Oneka Lake Boulevard, south <br />of 150th Street and east of Geneva Avenue. <br />Planner Lindahl presented the plat and explained that in 2002, the City Council denied a request <br />for preliminary plat and site plan approval for a 43 -unit townhome development on this site <br />because of concerns over safety on the proposed street, parking and open space. The applicant <br />revised the plan and addressed these issues. Lindahl explained that the proposed development <br />would have a net density of 5.7 units per acre and is consistent with the R-4 district standards, <br />which requires a minimum of 3 units per acre and a maximum of 6 units per acre. <br />McRoberts recalled that one of the issues with the previous plat was the drainage into the pond to <br />the east. Lindahl said WSB and the Rice Creek Watershed District would be reviewing the <br />ponding and drainage issues. <br />Schumann opened the public hearing. <br />Doreen Moore, 6040 148th Street North, asked how far from the west lot line the townhomes <br />would be. Lindahl said that the required setback was 25 feet but the townhomes were proposed at <br />41 feet. Moore was concerned about water draining to the west and Lindahl said the Watershed <br />District had asked the applicant to revise the plan to provide infiltration ponds on the western <br />property line. The Community Development Director said the City would like to see it directed to <br />the storm sewer and details would be worked out prior to final plat. <br />Moore asked what types of homes were being proposed. <br />Russ Monson, 6114 150th Street North, questioned what the stakes were for on the vacant lot next <br />to his home. <br />Developer Seth Marshall said they did not put the stakes on the property and had no idea what <br />they were for. He explained that the homes were split entry with walkout basements and would be <br />selling for $160,000 to $165,000. Marshall said that since the last plat, they had added an <br />extensive amount of brick to the homes to increase curb appeal. The homes were planned to be <br />owner occupied and there would be a homeowners association. <br />There were no other comments and Schumann closed the public hearing. <br />Schumann asked Mr. Marshall if he knew when they would be on the Rice Creek Watershed <br />District's agenda. Marshall said he was unsure of the date. The Community Development <br />Director said they would need the Watershed's approval prior to final plat approval. <br />McRoberts made motion, Malaski seconded, to recommend approval of the plat for Generation <br />
