Fox Meadows Preliminary Plat <br />Page 3 <br />The applicant has not submitted a lighting plan for the development, but shall meet the <br />requirement for street lighting in residential zoning districts. The street lighting shall be reviewed <br />and approved by City staff prior to installation with the final plat for each phase. <br />DrainagelGrading <br />The storm water management plans are consistent with the storm water permit requirements, and <br />include a storm water management pond within the southeast corner of the site and infiltration <br />areas throughout the development. <br />The City's goals and policies related to water resource management are to "Reduce, Reuse, and <br />Replenish" when it comes to the use of drinking water as well as the management of storm <br />water. The vision behind the policy is to minimize the volume of drinking water used for <br />irrigation, as well as to provide cost-effective, regional means to infiltrate water to protect <br />downstream water bodies. <br />The RCWD has recently modified their storm water management rules to allow: <br />• Irrigation using storm water to qualify as an infiltration strategy <br />• Regional infiltration through storm water irrigation or traditional infiltration/groundwater <br />recharge strategies <br />The ability to take credit for infiltration/storm water irrigation installed within a large <br />drainage area, and apply the credit elsewhere within the drainage area in lieu of <br />constructing individual infiltration areas like those included within the Fox Meadows <br />preliminary development plans <br />The City is currently partnering with the Rice Creek Watershed District (RCWD), Oneka Ridge <br />Golf Course, and the State of Minnesota through the Board of Water and Soil Resources <br />(BWSR) to construct a storm water reuse facility within the golf course property. The facility <br />will allow the golf course to utilize storm water runoff to irrigate the golf course, once <br />construction is completed in the spring of 2014. The revised rules as outlined above will allow <br />the City to take credit for the infiltration accomplished within the golf course, and apply them to <br />the Fox Meadows development. The infiltration areas within the development could then be <br />eliminated from the plans. City staff is currently working with the RCWD to develop a system <br />for tracking and valuing the infiltration credits, and the particulars can be outlined within the <br />Development Agreement for the first phase of the project. <br />The plans include a 20 -foot wide access easement to allow for access to the storm water pond <br />that is shown on the east edge of the plat, as well as sufficient drainage and utility easements to <br />allow for access to the rear -yard drainage systems. <br />Runoff from the existing 125'h Street is directed into the City's Well #6 property located on the <br />south side of 125th Street. This drainage pattern will continue following the paving of 125th <br />Street, which will include some minor grading and erosion control to be completed within the <br />City property as part of the development project. <br />
