There is one wetland that is in the center of the property. <br />3. ANALYSIS: <br />A. Level of City Discretion in Decision -Making <br />The City's discretion in approving or denying a preliminary plat is limited to whether or not the <br />proposed plat meets the standards outlined in the Comprehensive Land Use Regulations. If it <br />meets these standards, the City must approve the preliminary plat. <br />The City's discretion in approving or denying an interim use permit is limited to whether or not <br />the proposed application meets the standards outlined in the City's Comprehensive Land Use <br />Regulations. If it meets these standards, the City must approve the interim use permit. <br />B. Consistency with Ordinance Standards <br />PRELIMINARY PLAT <br />Development Phasing <br />The applicant has stated that the development will be completed in two phases. Phase 1 is <br />proposed to include 34 lots and the street connections north to the Bever Ponds development and <br />to 125th Street. Phase 2 will include the remaining 23 lots and will connect the street loop within <br />the development. The applicant has stated that is a preliminary phasing plan and may change <br />prior to the submittal of the Final Plat. <br />Lot Size <br />The R-3 zoning district requires a minimum lot size of 10,400 square feet and a minimum lot <br />width of 80 feet. The lot sizes range between 10,561 and 35,915 square feet, with an average lot <br />size of 13,427 square feet. The lots comply with the ordinance standards. The final easement <br />dimensions will be reviewed as final plats are applied for. <br />Setbacks <br />The R-3 zoning district requires a 30 -foot front and rear yard setback and a 10 -foot side yard <br />setback. The plans would comply with the setback requirements. <br />Landscaping/Lighting <br />The landscape ordinance requires two over story shade trees in the front yard of each Iot. The <br />applicant is proposing trees in the boulevards along the streets. The boulevard trees are proposed <br />to be installed all at the same time with each phase, either by the builder or the developer. The <br />proposed landscape plan meets the code requirements for single family home developments. <br />
