5.6.1. Goal <br />Protect the capacity of the City's stormwater management system by preventing <br />erosion and sedimentation from occurring and correcting existing erosion and <br />sedimentation problems. <br />5.6.2. Policies <br />1. Hugo's policies reduce runoff volume which prevents erosion in streams <br />by preventing increases in stream flow. <br />2. Erosion and sedimentation control plans shall be reviewed and enforced by <br />the City of Hugo for all new developments, redevelopments, and additions to <br />existing sites. These plans shall conform to the general criteria set forth in <br />the Minnesota Pollution Control Agency Division of Water Quality <br />Document "Protecting Water Quality in Urban Areas", and Met Council's <br />"Minnesota Urban Small Site BMP Manual". <br />3. The City of Hugo will sweep the streets at least two (2) times annually. <br />Furthermore, future purchases of street sweeping units will give consideration <br />to street sweepers which have the greatest ability to remove nutrients from the <br />streets within the community. <br />4. The City of Hugo will adopt a soil loss limits nuisance policy for construction <br />sites and agricultural lands with enforcement of agricultural lands to be <br />consistent with Minnesota Statue 1968, Chapter 40.19 - 40.28, excessive soil <br />loss. <br />5. The City may prohibit work in areas having steep or very steep slopes and <br />high erosion potential where the impacts of significant erosion cannot be <br />protected against or mitigated in accordance with the City of Hugo erosion <br />control ordinances. A copy of this ordinance is included in Appendix M. <br />6. Erosion and sediment control measures must be installed prior to land altering <br />activities and routinely inspected and maintained by the owner during the <br />project until final turf and ground cover is established as documented in <br />"Protecting Water Quality in Urban Areas"(MPCA 2000). The owner will <br />inspect project sites after every rainfall event exceeding 0.5 inches and <br />implement erosion and sediment control measures addressed as needed. The <br />construction of the project must be phased to minimize disturbed areas and <br />removal of existing vegetation until necessary for project progress. <br />5.7. Groundwater <br />5.7.1. Goal <br />Protect the quality and quantity of groundwater resources. <br />5.7.2. Policies <br />1.
