amount of groundwater pumped for irrigation. <br />2. The City of Hugo will take leadership in measures to replenish regional <br />groundwater aquifers and provide assistance to State and other <br />governmental agencies as they seek to resolve regional groundwater <br />issues. <br />3. Hugo will champion regional efforts at implementing an aquifer storage <br />and recovery system. <br />4. Hugo will promote and coordinate with other agencies the continuation of <br />existing groundwater monitoring, inventorying or permitting programs. <br />5. Hugo encourages the development of spill prevention, control, and counter <br />measure plans that are consistent with State and/or Federal regulations for <br />industrial facilities within it borders and for its own facilities, as well. <br />6. The City will encourage preservation of wetlands, ponds, and parks to <br />encourage infiltration of precipitation in areas where land use is not <br />anticipated to adversely affect surface water runoff. <br />7. The City of Hugo will cooperate with Washington County Environmental <br />Health Department to insure that all unsealed or improperly abandoned wells <br />within the watershed are properly sealed. Technical requirements for the <br />abandonment of these wells will be in conformance with the Minnesota <br />Department of Health Water Well Code. <br />8. The City of Hugo will develop a well head protection plan in accordance with <br />State requirements. <br />5.8. Recreation, Habitat and Shoreland Management <br />5.8.1. Goal <br />Protect and enhance fish and wildlife habitat and recreational opportunities. <br />5.8.2. Policies <br />1. The City of Hugo will work with and support to the maximum extent practical <br />the efforts of Minnesota Department of Natural Resources, the Corps of <br />Engineers, the United States Environmental Protection Agency, the U.S. Fish <br />and Wildlife Service, the Watershed Districts and other appropriate agencies <br />in promoting public enjoyment and protecting fish, wildlife, and recreational <br />resource values in the City. <br />2. Preserve wetlands that provide habitat for wildlife and spawning of fish. <br />3. The City will encourage land owners to maintain wetlands and open space <br />areas for the benefit of wildlife. <br />4. The City of Hugo will sweep the streets at least two (2) times annually. <br />Furthermore, future purchases of street sweeping units will give consideration <br />to street sweepers which have the greatest ability to remove nutrients from the <br />streets within the community. <br />5.
