5.9. Education and Public Involvement <br />5.9.1. Goal <br />Increase public awareness, understanding and involvement in water and natural <br />resource management issues. <br />5.9.2. Policies <br />1. The City will prepare and distribute a mailing to city residents a minimum of <br />one time per year that provides information on pertinent water management <br />issues. This mailing will provide an opportunity for residents to participate <br />in watershed management activities. <br />2. The City will implement the public education requirements of NPDES Phase <br />11. A copy of the description of the program to be implemented by the City <br />will be included in Appendix L. <br />3. Coordinate education efforts with watershed districts within the City where <br />appropriate. <br />4. Hugo will highlight within its education materials its commitment, and <br />successes, in reducing and reusing stormwater runoff and preserving and <br />replenishing regional groundwater resources. <br />5.10. Public Ditch Systems <br />5.10.1, Goal <br />Provide a mechanism through which public ditch systems will be managed. <br />5.10.2. Policies <br />1. Work with the Rice Creek Watershed District to assure they adequately <br />inspect, maintain and repair all County ditches within the City. <br />2. The City of Hugo prefers the development of municipal drainage systems <br />whenever possible to the development of private drainage systems. Design <br />of drainage systems shall attempt to accommodate existing drainage systems <br />including file lines. Existing drainage systems will be protected and drainage <br />perpetuated. <br />3. The City of Hugo will maintain ditches in conformance with their ditch <br />management plan and City ordinances. <br />4.
