Staff and City <br />Council members also attended the Thrive MSP 2040 workshop in Maplewood on Friday, <br />October 25, 2013 to discuss the preliminary forecasts. <br />The City of Hugo is asking the Metropolitan Council to revise its forecasts for Hugo based on <br />the following: <br />1. Previous forecast for 2030 led to a system statement that included a population of <br />40,000 people, 15,600 households, and 4,500 for employment for the City of Hugo. In <br />its 2030 Comprehensive Plan the City planned for these projections. The preliminary <br />forecasts for 2040 are significantly lower that what was forecasted for 2030, which if <br />adopted could result in the City removing properties from the MUSA. This would be a <br />big undertaking for the City because we have already committed to property owners that <br />they are within the MUSA. <br />2. There are pending development applications for a 100 unit senior housing complex, a 57 <br />unit single family residential development, and 16 residential lots to be final platted. <br />Staff has been having discussions with multiple other residential developers and expects <br />more applications to be submitted over the winter. <br />This past summer the Washington County HRA had Maxfield Research Inc. complete a <br />comprehensive housing needs assessment for Washington County. This compared <br />Maxfield's population, households, and employment projections to the two recent <br />Metropolitan Council's projections. They evaluated each city in Washington County. <br />Their projections for Hugo in 2030 are about to the same as the Metropolitan Council's <br />projections for 2040. I have enclosed this information for your review. <br />The City of Hugo is requesting the forecasts be revised to a population of 40,000 people by <br />2040.
