CITY OF HUGO <br />MEMORANDUM <br />TO: Hugo Planning Commission <br />FROM: Rachel Juba, Planner <br />SUBJECT: Comprehensive Stormwater Management Plan <br />DATE: March 5, 2014, for the Planning Commission meeting of March 13, <br />2014 <br />BACHGROUND: <br />The City's Comprehensive Stormwater Management Plan is used as a guide to the City <br />on administration and implementation of all water resource management activities within <br />the City. <br />The existing Comprehensive Stormwater Management Plan for the City was adopted in <br />1998. Stormwater management plans are a required component to the City's <br />Comprehensive Plan which is required to be updated every 10 years by the Metropolitan <br />Council. The Stormwater Plan must be consistent with the watershed districts rules. The <br />2030 Comprehensive Plan was approved in 2010, but did not include a Stormwater <br />Management Plan. This occurred because Rice Creek Watershed District was starting the <br />process to make revisions to its rules to manage stormwater. The planning process for the <br />Met Council and the watershed district did not match. Therefore, the Met Council <br />approved the Comprehensive Plan with the condition that the City submit a Stormwater <br />Management Plan for review and approval after the watershed district adopts its revised <br />rules. <br />The watershed district adopted its revised rules last summer. One of the significant <br />revisions was the way that infiltration for development occurs, making it possible for it to <br />be accomplished regionally. This means the City can plan to provide large infiltration <br />facilities serving many properties rather than requiring multiple small infiltration <br />facilities serving the same area. The City continues to work with the watershed district on <br />the implementation of the revised rules. <br />The City has started the process of updating its Stormwater Management Plan to coincide <br />with the watershed districts. The first step in the process is to develop goals and policies <br />for Stormwater management for development and redevelopment. Over the past year the <br />City has been concentrating on water conservation efforts and has created goals and <br />action steps to "Reduce, Reuse, and Replenish" our water resources.
